Question Deadline 08/21/2023 at 4:30 PM PT Pixley Irrigation District (District) seeks a qualified pipe manufacturer/ pipe distributor to provide the materials needed to complete the project as outlined in Attachment B: Materials and Schedule of Fees. This RFP is not a contract offer, and no contract will exist unless and until the District and the successful respondent sign a written agreement (at a later date). The selection process will not be bid ranking. By seeking proposals, the District does not imply that it will utilize the Contractor's services for a guaranteed number of jobs during the Contract. The District reserves the right to remove a Contractor if it becomes apparent that job performance is unsatisfactory. Phase I of the Lateral #4 Expansion Project will construct a gravity distribution canal system allowing the District to deliver surface water to an area that solely relies on groundwater supply to meet the irrigation demand of high-value crops. The District is pursuing the development of the surface water delivery system to a 5,500-acre service area. The open channel gravity conveyance system beginning from the end of the existing West Main Canal terminates into a landowner-owned recharge/groundwater replenishment site. The facility will primarily run along the Avenue 116 alignment, starting at Road 116 and ending between Road 84 and Road 76. The new gravity distribution canal system, referred to as Lateral #4 Expansion Project, is capable of delivering roughly 70 cubic feet per second (cfs) from the head of the canal and reduces to 35 cfs through approximately 0.5 miles of 36-inch pipeline, which is the end of the distribution system. This RFP solicits proposals from qualified and reliable pipe manufacturers and pipe distributors. The work includes furnishing all the materials provided in Attachment B: Materials and transportation of said material to 1552 W. Terra Bella Ave, Pixley, CA 93256. Written questions or requests about this RFP's issues shall be directed in writing via email to the Project Lead by August 21, 2023, by 4:30 p.m. Pixley Irrigation District shall reserve the right to cancel, suspend, and discontinue any contract within seven days of written notice to the Contractor. The cancellation, suspension, and termination date shall begin on the "mailed date," and effective cancellation, rest, and termination shall be finalized after seven days of the mailed date. The District reserves the right to reject bids and waive any informalities or irregularities in the bid procedure or bids. The District may hold the RPFs for at most forty-five (45) days from the date of the bid opening to review the bids and investigate any information requested per this RFP.
