Broadwater County and the City of Townsend are soliciting Statements of Qualifications and experience (SOQ) to be used in selecting a Principal Consultant to provide Airport Engineering and Planning Services for the Townsend City-County Airport. Services are outlined in FAA Advisory Circular l50/5100-l4E, including engineering and/or planning services for projects, which may be multiple-grant funded. Please refer to Section 1.4.2 of the AC for specifics. The contract for consulting services is expected to be for five years. The services to be provided may include, but are not limited to the design, planning, construction inspection, coordination, and administration of all project stages for the following projects: 1. Pavement Construction, Rehabilitation, and Maintenance 2. Land Acquisition 3. Revenue Generation Facilities (Hangars, Fuel System) 4. Environmental Documentation 5. Complete Aeronautical & Field Surveys 6. Completing, Submitting, and Maintaining records of Federal, State, etc. Grants and Funding 7. Automated Weather Observation System 8. Weather Camera System installation and maintenance 9. Airport. Layout Plan (ALP) Revisions 10. Capital Improvement Planning (CIP) 11. Access Roads 12. Fencing, Gates, and Drainage improvements 13. Lighting, Signing, Navaid, and Electrical Improvements 14. Snow Removal Equipment Acquisition 15. Equipment Storage Buildings 16. Terminal Building improvements 17. Other Engineering Projects as Necessary Not all elements may be awarded, and the Sponsor reserves the right to initiate additional procurement action for any of the services included in the initial procurement. In addition, there is a Capital Improvement Plan for the Townsend Airport, which lists: 1. Runway, taxiway, apron rehab (prelim engineering) in 2022 2. Runway, taxiway, apron rehab (mill & overlay) in 2023 Selection criteria contained in the FAA Advisory Circular 150 /5100 148 will be ranked on a scale of 1-5: 1. Familiarity with the Townsend City-County Airport. 2. Recent experience in similar projects and airports. 3. Quality of previous projects. 4. Qualifications of key personnel 5. Capability of performing the projects. 6. Capability of meeting deadlines, schedules, and budgets. 7. Reputation and references. 8. Affirmative Action program. Upon reviewing submitted material, Representatives of Broadwater County or the City of Townsend may interview the top-ranked firms before making a final selection or may select a firm based on the submittal alone. A detailed scope of work will be developed with the highest-ranked consultant. Firm consulting fees will be negotiated utilizing an independent cost estimate as necessary for the services to be performed under an FAA grant as approved by the FAA. This contract is subject to the provisions of Executive Order 11246 (Affirmative Action to Ensure Equal Employment Opportunity and to the provisions of Department of Transportation Regulations 49 CFR Part26 (Disadvantaged Business Enterprise Participation). Therefore, DBE firms are encouraged to submit. The Broadwater County/City of Townsend reserves the right to accept or reject any proposal or portions of the proposal and waive any irregularities deemed to be in the best interest of the county/city. To be considered for these services, please provide three (3) copies of a SOQ Proposal, not to exceed 40 pages, and (1) SOQ Proposal on a USB thumb drive. The method of contractor selection has not been determined at this time.
