Site work for a civil project in Hudson, Illinois. Completed plans call for site work for a water / sewer project.

The proposed improvement is officially known as "Lake Bloomington Shoreline Protection- Starkey Park Area". Reach #1 consists of the installation of a minimum of 1350 ft. of stone toe protection with an estimated 1485 tons of R-4 rock along the shoreline. Reach #2 consists of the installation of a minimum of 250 ft of stone toe protection with an estimated 330 tons of R-4 rock along the shoreline, near water plant. Existing seawall must be removed and disposed of offsite. Bank at Reach #2 only must be reshaped and prepped for seeding on a slope not to exceed 3H:1V. See map for location of Reach #2. All stone placement work on Reach #1 and #2 must be done from a barge in lake. Seawall at Reach #2 must be removed prior to, but as near to time of placement of stone toe as feasible. Some minor earthwork may be required to prepare site for stone placement after seawall removal. It is not required that seawall be removed from the barge. Access will be provided to allow for removal of seawall and shaping of bank from the land side. The proposed improvement will be governed by the provisions of the Standard Specification for Road and Bridge Construction, adopted by the Illinois Department of Transportation on January 1, 2007, and all subsequent revisions and modifications thereto and the Special Provisions. This Project is being funded by the City of Bloomington and McLean County Soil and Water Conservation District and requires that their rules and regulations are adhered to. Prevailing wage must be paid to all involved with the project. Contractor shall not pay less than the prevailing rates of wages to all laborers, workmen, and mechanics performing work under this contract, and shall comply with the requirements of the Illinois Wages of Employees on Public Works Act (820 ILCS 130/1-12). The contractor and all subcontractors associated with the project will be required to submit all certified payroll sheets to the McLean County SWCD no later than the 15 th of the month. All rock tickets along with time sheets for each driver hauling rock must be submitted to SWCD by 15 th of the month. A penalty of 1% of the total cost of the project will be assessed for each day past July 15, 2022 that the project is not completed. Penalty will Fexclude severe weather (acts of God) or actions of local or federal governments. Contractor shall give notice to the McLean County SWCD immediately after occurrence of the event that causes the excusable delay. Bids should be submitted for a per ton price for the installation of the R-4 rock. Rock will be purchased from River Stone, Vermillion Quarry in Oglesby, Il. by McLean County SWCD. On separate bid line submit price for trucking per ton of rock from quarry to site. All rock must be delivered to the loading site. Performance and payment bonds for 100% of the contract price will be required of the accepted bidder at time of signing contract. The successful contractor (and any associated subcontractors) shall agree to pay at or above prevailing wages established for McLean County, IL. Prospective bidders shall be skilled in the type of work called for in this Project and shall demonstrate the same through the submission of a resume listing all pertinent projects performed within the last five (5) years. At project completion all disturbed areas along the staging areas shall be free of stone and debris, leveled and ready to be prepared for seeding, access road to loading site must be leveled and back to original condition, which may require addition of stone or other suitable material to repair damage. Contractor must contact JULIE to have location of any utilities marked. All work completed by the successful bidder must conform to the proposed plans and any changes must be approved by the project engineer and the McLean Co. SWCD prior to completion. Similarly, all disturbed areas and access road repair must be approved by the project engineer and the McLean Co. SWCD before final payment will be made. The McLean County Soil and Water Conservation District reserves the right to reject any and all proposals.
