The project magnitude is estimated between to $250,000 and $500,000. the North American Industry Classification System (NAICS) code is 237130. All work shall be in strict compliance with the specification and drawings. Site Visit: To be held on May 3, 2022. See Provision DOE-L-2019 for meeting location and date/time. Although not mandatory, a site visit by interested parties is encouraged. All attendees are required to wear hard hats and steel toed boots. WAPA will not issue safety gear. The bidders may perform investigation of the complete project on their own. Only two (2) representatives per potential offeror will be allowed at the site visit The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than December 31, 2022. The time stated for completion shall include final cleanup of the premises. Any questions concerning this solicitation MUST be submitted in writing and received in the contracting office NO LATER THAN May 6, 2022. Questions received after this date may or may not be addressed, at the discretion of the Contracting Officer. Questions may be sent via facsimile at N/A or to the following email address jeffery@wapa.gov. b. Each question should clearly specify the RFP area to which it refers. All questions answered will be provided to all prospective offerors through a solicitation amendment posted on the Internet at the web page address (URL) of: https://www.beta.sam.gov. The identity of the prospective offerors asking questions will be withheld. This is a competitive 100% Small Business Set-aside Invitation for Bid (IFB). The acquisition is subject to the North American Industry Classification System (NAICS) code of 237130 with a size standard of $36.5 million. This acquisition will be handled as an IFB prepared in accordance with Federal Acquisition Regulation (FAR) Subparts 14 and 36. A firm-fixed price contract award is contemplated. The project magnitude is estimated between to $250,000 and $500,000. Place of performance will be in Livermore, CA. The purpose of this project is to Construct and complete Lawrence Livermore Substation Station Service Upgrade, in accordance with the attached specifications. The solicitation, specifications and drawings, and any subsequent amendments will only be available in electronic format, downloadable from the internet free of charge. No CD-ROMS or hardcopy documents will be distributed. Site Visit: To be held on May 3, 2022 at 11:00 am PST. Those interested in attending must RSVP by April 26, 2022 by sending an email to Vivar@wapa.gov. See Provision DOE-L-2019 (on attached SF 1442) for details. No phone calls will be accepted. All responsible sources may submit a bid, which will be considered by the agency. Note: Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. To obtain information on completing your SAM registration and/or obtaining a DUNS number go to the following website: www.sam.gov. Ensure your Online Representations and Certifications is completed and current in SAM. It is important to read the solicitation COMPLETELY as there are DATES that MUST be met. Bids will NOT be accepted by telegraphic, facsimile, or electronic commerce. Any questions to be answered during the site visit must be submitted via email to jeffery@wapa.gov no later than May 6, 2022 at 2 pm pst. Written questions will also be taken at the site visit, but answers may not be provided at that time. All questions and answers, including those answered and not answered at the site visit will be provided via FedConnect. (c) Attendance at the site visit is not mandatory. The Government will not reimburse any offeror for expenses related to attendance of this site visit. Due to space limitations, only 2 representatives per potential offeror will be allowed at the site visit. To facilitate the government's planning; please provide the name, organizational affiliation, phone number, e-mail address and citizenship of each proposed attendee via FedConnect. Instructions will be provided prior to the conference for any additional information that will be required for access to the site or facility and for non-US citizen attendees. (d) Offerors are urged to attend and inspect the site where services are to be performed and satisfy themselves regarding all general and local conditions that may affect the cost of performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
