Rodeo Sanitary District The Rodeo Sanitary District (RSD) is requesting proposals from qualified bidders to provide Digester Cleaning Services for the RSD Wastewater Treatment Plant (Project). The Project work involves extraction and removal of all liquid and solid substances (dregs) from the plant's digesters. The digesters will be cleaned one at a time to allow for uninterrupted service at the treatment plant. The digesters were last cleaned in 2018. The material that has settled in the bottom of the digester since that time will likely be hardened and in the form of large, dense clumps. The digesters are currently in operation; therefore, the amount of dregs that will remain after draining is unknown at this time. The volume is estimated at 50,000 to 100,000 gallons in each digester. The contractor shall remove the dregs from the digesters and dewater this material onsite using mobile tanks and/or equipment supplied by the contractor. RSD staff will provide direction for how to transfer the decanted liquid to the RSD headworks. The contractor shall pressure wash the interior of the digesters once all dregs have been removed. At the conclusion of the project, the digesters shall be clear of visible debris and empty of all liquid. Dewatered solids shall be hauled offsite by the District. The contractor shall deposit the dewatered solids in one of the District's unused drying beds. The contractor will be compensated a lump sum for preparation, mobilization, pressure washing, and demobilization upon satisfactory completion of the work, regardless of the volume of dregs. The amount of compensation for each gallon of dregs extracted, and dewatered, shall be computed by multiplying the actual quantity by the appropriate bid unit price provided by the contractor.
