The City of Titusville is considering sealed bids from qualified vendors to furnish, deliver and install pavers for planters, landscape plants and trees, bioswale plants, and mulch at Scobie Park located on the SouthWest corner of Main Street and Indian River Ave. within City limits. SCOPE OF WORK Contractor shall provide all labor, materials, equipment, supervision, transportation (including travel expenses), delivery, installation and other associated costs required to adequately beautify and landscape trees, plants, bioswale plants and mulch along a designated area within City limits. Plants shall be spaced in accordance with the following:
Mangrove Spiderlily (Hymenocallis Latifolia): 2-3 feet apart
Cocoplum (Chrysobalanus Icaco): 3-4 feet apart
Sunshine Mimosa (Mimosa Strigillosa): 3-4 feet apart
Beach-Creeper (Ernodea Littoralis): 2-3 feet apart
Wild Lantana (Lantana Involucrata): 1.5-2 feet apart
Porterweed (Stachytarpheta Jamaicensis): 2.5-3 feet apart
Seaside Goldenrod (Solidago Sempervirens): 2-3 feet apart
Dune Sunflower (Helianthus Debilis Subsp. Debilis) 3-4 feet apart Should the successful Bidder fail or refuse to execute and deliver the contract and bond required to the Purchasing & Contracting Administrator, within the allotted time, shall forfeit to the City the bid guarantee submitted with the Bid, as liquidated damages to offset project costs, for such failures or refusal. The City shall be entitled to audit the books and records of the contractor or subcontractor to the extent that such books and records relate to the performance of the contract or purchase order or any supplement or amendment to such contract or purchase order. Such books and records shall be maintained by the contractor or subcontractor for a period of three (3) years from the date of final payment under the Purchase Order unless a shorter period is otherwise authorized in writing by the City. The City reserves the right to accept or reject any or all bids, to waive irregularities, and technicalities, and/or to request resubmission. There is no obligation on the part of the City to award to the lowest bid, or any. The City reserves the right to award to responsible Bidder submitting a responsive bid resulting in an agreement, which is most advantageous and in the best interests of the City. The City shall be the sole judge of the bid and the resulting agreement that is in the best interest, and its decision shall be final.
