PROJECT DESCRIPTION: The City of St. Joseph is approaching the end of a decades long CSO abatement program. The City's CSO National Pollutant Discharge Elimination (NPDES) permit final corrective action calls for the construction of storage to eliminate overflows from a specific design event, however, there are two potential paths that the City has negotiated with the Michigan Department of Environment, Great Lakes and Energy (EGLE) to meet the regulatory requirement. The City has successfully eliminated inflow and infiltration (I/I) from its system over the course of the program and is in the process of the design of an I/I removal pilot project to determine if a more extensive project is warranted rather than proceeding to the CSO Storage Project. Two schedules, identified as Alternative 1 and Alternative 2 in section 3.4 of this RFQ provide the potential pathways to completion. The City has three CSO outfalls listed in its CSO NPDES permit. While it is anticipated that the majority of effort of the professional services will focus on CSO 005, CSO 003 and CSO 011 will also be included in the scope of the work. A brief description of, and the potential services for the latter two overflow structures follows. o CSO 003 - This overflow structure is located near the north end of State Street, just west of the Lakeview Terrace High Rise building. A Program Performance Certification (PPC) was recently submitted to EGLE which determined that no storage is required at this overflow. Should EGLE desire additional justification, likely in the form of flow monitoring and/or hydraulic modeling, the services will be part of this contract. Design, bidding and construction administration services related to the removal and replacement of the existing weir structure at CSO 03,with a control structure that meets EGLE requirements is also anticipated as part of the next I/I removal project or CSO storage project. o CSO 011 - This overflow structure is located next to the Morrison Channel, near the City sewer crossing under the channel to the JWWTP. CSO 011 has not overflowed in decades according to JWWTP Manager Tim Lynch, and was removed from the Benton Harbor - St. Joseph Joint Wastewater Treatment Plant (JWWTP) permit and added to the City of St. Joseph permit in 2008. The City desires to permanently close this overflow structure, but in order to do that, a Part 41 permit justifying its closure must be approved by EGLE. Collection of the necessary data from the JWWTP and the associated hydraulic calculations will be included in the services As noted above, most of the work associated with the completion of the City's CSO compliance program will focus on CSO 005 and the area tributary to it. The CSO 005 structure is located in front of the City Public Works facility, next to Broad Street near Public Works entrance. The actual CSO outfall is located on the Morrison Channel just east of the Broad Street in close proximity to slip 88 of Pier 33 Marina. The sanitary sewer collection area upstream of CSO 005 is 581 acres, approximately two-thirds of the City's total area, with a tributary residential population of approximately 5,500 residents. The City is currently working on the design of an I/I removal pilot project based upon the results of an I/I Mitigation, Monitoring & Modeling Analysis report in November 2021. The City and consultants involved met with EGLE in late November and proposed the I/I pilot project with two possible outcomes, depending upon the effectiveness of the removal. If additional I/I removal proves to be cost effective, an expanded I/I removal project will be pursued followed by a CSO storage project. If the I/I removal does not prove to be cost effective, the City will proceed directly into the CSO storage project. The City is in the process of negotiating the alternative schedule language with EGLE as part of the CSO NPDES permit reissuance. The selected consulting firm is expected to participate in the negotiation process. The City of St. Joseph has funded most of its CSO projects with Clean Water State Revolving Fund (CWSRF) loans administered through EGLE. The submission of a revised SRF Project Plan is in process to fund the CSO Final Compliance Program. The SRF Project Plan will be available for public comment in early April It is the intention to fund all future CSO professional services and construction using the CWSRF program. SPECIAL INSTRUCTIONS: The City of St. Joseph invites interested Consultants to submit information regarding their experience and qualifications for providing professional engineering services for the CSO Final Compliance Program. The information submitted, including experience, qualifications and information requested, as a part of this Request for Qualifications will be reviewed for the purpose of evaluating the Consultant for further consideration. The experience of the Consultant, qualifications, experience and ability of assigned staff, resources, ingenuity, creativity, completeness of the level of service proposed and timeliness of service proposed by the Consultant will be factors in award of this professional service contract. In hiring the Consultant, the City intends to follow the Qualifications-Based Selection Process Guidance and Frequently Asked Questions published by the Michigan Department of Environment, Great Lakes and Energy (EGLE) Water Infrastructure Financing Section (WIFS). Final decision on selection of the Consultant for this project will be determined by the City of St. Joseph City Commission. The City of St. Joseph reserves the right to reject any and all Request for Qualifications or parts of the Request for Qualifications. The City also reserves the right to waive any irregularities, inconsistencies, or take what other action is appropriate as determined by the City to be in the best interest of the City.
