The City of Oceanside is soliciting proposals for water and wastewater treatment chemicals for Fiscal Year 2022-23. The City operates two water treatment plants, two wastewater treatment plants and one indirect potable plant, each with specific requirements and testing procedures. The purpose of this Request for Proposals (RFP) is to develop a fair and reasonable price guarantee for quality chemicals and prompt, reliable service from the selected vendor(s). The City is requesting pricing for three fiscal years. The City reserves the right to request new proposals for pricing at any time. The Special Provisions attached contain terms and conditions that apply to all proposals. The City of Oceanside Water and Wastewater Chemical Specifications (Exhibit A) provides the locationspecific requirements for the chemicals requested. Proposals may be submitted for any and/or all of chemicals. Pricing for chemicals except polymer should be submitted on provided pricing sheet (Exhibit B). Exhibits C and D are the treatment plant-specific requirements for polymer and liquid alum proposals and polymer specific testing procedures. Pricing for polymer and liquid alum should be submitted on provided pricing sheet (Exhibit E). No questions will be accepted after 1:00 PM, Thursday April 7, 2022. The City reserves the right to set pricing with vendors for any and/or all chemicals on any given proposal. Vendors with successful proposals are not guaranteed any quantity of purchases for all chemical prices proposed. If accepted, price proposals are binding upon vendors even in the event the City only accepts one price proposal from a vendor with submissions for multiple chemicals. The City may offer and vendor may agree to renew the price schedule for two (2) additional one (1) year terms, provided vendor at the end of the term is not in default. Vendors must submit pricing or negotiation terms for years two and three to be considered for renewal. After proposals are received and opened by the Water Utilities Department, staff will review and evaluate all proposals for their specific cost and responsiveness to the RFP. After the review is complete, the City will recommend a vendor(s) to meet estimated needs for the fiscal year (July 1, 2022 - June 30, 2023). The City no longer issues purchase orders for chemical purchases; when a vendor is recommended, the Oceanside City Council will have ultimate awarding authority. The City reserves the right to reject any or all proposals, and to waive any irregularities. The selection of a vendor, if made by the City, will be based on an analysis of each proposal and projected costs.
