Each bidder must deposit with his bids, security in the amount of ten (10%) percent in the form of bid bond or certified check, subject to the conditions outlined in this Invitation for Bid. Specific attention of the bidder is directed towards the requirements and conditions of employment to be observed, and minimum wage rates to be paid, under the awarded contract. The successful bidder will be required to comply with all E.E.O. requirements, the Davis-Bacon Act, the Copeland Act and Presidential Executive Orders 11246, 11063 and 11375. No bidder may withdraw his/her bid within 30 days after the bid opening. The work to be performed under this contract is on a project assisted under a program and providing direct financial assistance from the Department of Housing and Urban Development and is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 170lu. Section 3 requires that, to the greatest extent feasible, opportunities for training and employment be given to lower income residents of the project area and contracts for work in connection with the project be awarded to businesses which are located in or owned in substantial part by persons residing in the project area.
