BID BOND, PAYMENT BOND & PERFORMANCE BOND ARE REQUIRED FOR THIS PROJECT. THIS PROCUREMENT IS 100% SET ASIDE FOR SERVICE-DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) IN ACCORDANCE WITH PUBLIC LAW (PL) 109-461, 38 UNITED STATES CODE (USC), SECTION 8127 TO BE ELIGIBLE TO PARTICIPATE IN THIS PROCUREMENT. GENERAL INTENTION To provide construction services for Emergency Generator Farm and Switchgear Upgrades - Project 605-19-400 as required by the drawings and specifications attached. SITE VISIT Bidders are urged and encouraged to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of performing these services. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Interested contractors are highly encouraged to attend the pre-bid conference and site walk. Follow and VHA COVID-19 guidelines at all times. MASKS ARE REQUIRED inside at the VA Loma Linda Healthcare System. PRE-BID CONFERENCE: 11:00 a.m. (PST), June 2, 2022 in conference room no. MD-05D, FMS Building Annex, 11201 Benton Street, Loma Linda, CA 92357. PRE-BID SITE WALK will commence after the Pre-bid conference. Attendance is not mandatory; however, all bidders are strongly encouraged to attend. REQUESTS FOR INFORMATION (RFI): To obtain clarifications and/or additional information concerning the contract requirements, drawings, or specifications, submit a written RFI on Attachment D - RFI Form via email to maria.cruz-thompson@va.gov. The deadline for submission of RFIs for this solicitation is 2:00 p.m. (PST) Long Beach, CA, June 9, 2022. Subject Line of the email shall read: "RFIs, 36C26222B0005, 605-19-400, YOUR COMPANY NAME". No questions will be answered after this date/time unless determined to be in the best interest of the Government as determined by the Contracting Officer. Telephone RFIs will not be accepted or returned. RFI responses will be posted no later than close business, June 16, 2022. The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 224 days after receipt of notice to proceed. The time stated for completion shall include final cleanup of the premises. The completion date is based on the assumption that the successful offeror will receive the notice to proceed by 08/01/2022. The completion date will be extended by the number of calendar days after the above date that the Contractor receives the notice to proceed, except to the extent that the delay in issuance of the notice to proceed results from the failure of the Contractor to execute the contract and give the required performance and payment bonds within the time specified in the offer. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
