The Town of Charlestown is presently accepting bids for the installation of a new, cost effective and simple experimental on-site wastewater treatment system (OWTS) called the Nitrogen Reducing Layered Soil Treatment Area OWTS. The installation bid shall include all time, components, and materials (except where noted) as designed under the Rhode Island Department of Environmental Management (RIDEM) onsite wastewater treatment system (OWTS) REPAIR Permits (attached to full bid spec or by available by request). The bid award shall be made by the "evaluated method" and evaluated by a minimum of the following criteria: cost, experience of the bidder, ability to complete the work in a timely manner, professional reputation of the bidder, and other criteria determined relevant by the Town. The Town reserves the right to reject any and all bids and to accept that bid which it deems, in their sole judgement, to be in the best interest of the Town.
