The City of Santa Clara ("City") is seeking quotes from qualified Contractors to provide all labor, materials, tools, and equipment necessary to perform citywide as-needed plumbing and drain repair services in support of the Department of Public Works, Facilities Division.
The City shall issue a blanket purchase order to each successful bidder(s) for an initial twelve month period. After the initial period, the City reserves the right to exercise four (4) additional one-year period extensions for a total of five (5) years. ESTIMATED QUANTITIES:
The quantities/service levels specified herein are the City's best estimate of the quantities/service levels that will be purchased; however, they are not guaranteed. Any variations from these estimated quantities/service levels shall not entitle the bidder to an adjustment in unit pricing or rates.
QUALIFICATIONS:
The Contractor (or principal) must meet the following minimum qualifications at the time of the RFQ closing:
1) The Contractor (or principal) must possess a valid State of California Contractor's License "Class-36 - Plumbing Contractor". The City will verify on the State of California Contractors State License Board (CSLB) website.
2) The Contractor (or principal) (including any subcontractors) must be registered with the Department of Industrial Relations prior to submitting its bid, pursuant to California Labor Code Section 1725.5. The City will verify on the State of California Department of Industrial Relations (DIR) website.
GENERAL INSTRUCTIONS:

2) Please refer to the RFQ Instructions document and any other attached documents.
3) Final award shall be contingent upon selected firm (bidder) accepting the City's PO Terms and Conditions. SUBMISSION REQUIREMENTS:
1) Submit all response documents online through PeriscopeS2G, including electronic attachments if applicable, using the "Vendor Notes for Offer" function. The City will not accept hardcopy response documents.
2) All line items must be priced or clearly show "No Charge" or "included" not left blank or zero.
3) Copy of valid State of California Contractor's License "Class-36 - Plumbing"
4) Public Works Contractor Registration Number
5) LBE Form, if applicable
POST AWARD SUBMITTAL REQUIREMENTS: The successful contractor will be required to provide the following documents within five (5) calendar days of notification of award or as stated otherwise:
1) Certificate of Insurance
2) Labor Compliance Addendum
3) A valid City of Santa Clara Business Tax Certificate
BASIS OF AWARD: The award for this requirement will be based on lowest responsive and responsible bidder(s) that meets all specifications. The City may award by line item, lot, or overall lowest cost after application of local business preference, if applicable. The City reserves the right to award to multiple bidders.
LABOR COMPLIANCE: Prevailing wage requirements are applicable to this bid. Bidder shall not pay less than the prevailing wage for services performed, pursuant to California Labor Code Section 1770.
LBE PREFERENCE: The City's Local Business Enterprise (LBE) Preference is applicable to this bid. If your business has an office in the City of Santa Clara and a valid City of Santa Clara Business Tax Certificate, then you should refer to the bid instructions for further information on applying for this Preference.
