MassDevelopment is seeking to enter into "house doctor" type contracts with multiple firms ("house doctors") to provide planning, permitting, financial, engineering, and other specialized consulting services to the Agency. These services are described in greater detail in the Scope of Services (Section 5). The selection of house doctor consultants will allow MassDevelopment to quickly contract with one or more of the selected on-call consultants whose skill sets and expertise are best suited to the specific project to be completed. Over the term of these house doctor contracts, MassDevelopment expects that a variety of assignments will be undertaken but does not guarantee a spending level with any selected consultant. MassDevelopment expects to enter into contracts with multiple responsive, responsible firms based on qualifications and best value. Services will be provided by the selected respondents pursuant to a contract for the applicable consulting service, to be prepared by MassDevelopment and substantially in the form attached hereto as Attachment 1. Services are requested under a house doctor contract on an as-needed basis at MassDevelopment's sole discretion. MassDevelopment staff reach out to consultants with relevant experience for individual projects and ask them to submit a scope of work tailored to the project. The project scopes of work are evaluated based on proposal, quality, and best fit for the individual community. A written delivery order is then issued for each specific scope of work. The services for each scope of work are generally billed as a lump sum amount against tasks and based upon the actual expected hourly staff effort in accordance with the approved hourly rate schedule of the house doctor contract. While each house doctor contract is established with a maximum dollar value cap in order to accommodate several projects, MassDevelopment does not represent or 3 otherwise guarantee that any minimum quantity or value of services will be requested of any particular consultant With the exception of firms applying for engineering services, firms should respond to this RFQ individually, not as part of a team. If applying for the engineering services scope of work, please apply as a team. Engineering teams should include a project manager, project engineer, and licensed site professional services at minimum. The Engineering Team Project Manager should have experience with design and construction oversight of at least three (3) public roadway projects of at least $500,000 within the last five (5) years. The term of the contract will be four years with an option for a one-year extension with the mutual agreement of the parties.
