The City of Sumner solicits interest from consulting firms with expertise in engineering and professional services necessary to design and manage an environmental cleanup project subject to municipal contracting requirements. Services are anticipated to commence in the second quarter of 2022 and extend for approximately four (4) years with the option for the City of Sumner to extend it for additional time and money if necessary. The City of Sumner reserves the right to amend terms of this Request for Qualifications (RFQ), to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. The City of Sumner reserves the right to retain the services of responsive firm(s) for subsequent phases associated with this project. Prospective consultants will be required to comply with the ADA and Civil Rights requirements as adopted by the City of Sumner. Aspects of this project may be subject to WA State Prevailing Wage rules, filings and requirements. Consultants will be considered for the following project The City of Sumner owns the property at 914 Kincaid Avenue, Sumner WA known as the Former Sumner Texaco Property. The site is on the Department of Ecologys Confirmed Contaminated Sites List under Site ID 8200. The City desires to undertake a voluntary cleanup for the subject property with the intent to obtain a No Further Action letter from the Washington State Department of Ecology This project will include research, analysis, coordination with regulatory agencies, and development of engineering plans to complete any necessary site remediation work including but not limited to the following: Completing the Remedial Investigation (RI), including any supplemental subsurface exploration necessary. Completing Feasibility Study. Entering the Site into the Department of Ecology's Voluntary Cleanup Program (VCP). Developing and submitting a Cleanup Action Plan to the Tacoma Pierce County Health Department (TPCHD) for approval that 1. Documents the remedial investigations 2. Provides a comparative analysis of potential feasible cleanup alternatives 3. Proposes a cleanup plan that addresses the applicable exposure pathways and meets MTCA requirements. Developing the Engineering Design for the Cleanup Action Plan Implementing the approved cleanup The City will separately bid the cleanup plan developed under this Contract. The City reserves the right to retain the services of responsive and qualified form(s) for Construction Management services during the implementation of the design for the Cleanup Action Plan. Submitting a report to TPCHD and Ecology that documents the cleanup and requests a No Further Action (NFA). Obtaining a NFA determination from Ecologys VCP. Copies of the previous Subsurface Investigations completed in 2010 and 2011 and the Evaluation of Remedial Options and Costs to Closure (2022) are available from the City here. The City is completing the design for the Alder Kincaid Utilities project that will be re-surfacing the streets around this property (Cherry Avenue and Kincaid Avenue) and intends to advertise that project for construction bids in April 2022 with construction expected to begin in the second quarter of 2022 and continue through the second quarter of 2023. The City would like to have any intrusive work (i.e. monitoring wells) installed prior to the surfacing work being completed on the Alder Kincaid Utilities project.
