Registration at www.sam.gov is required. Failure to register in the SAM database will make an offeror ineligible for award. Effective 29 April 2018, the notarized letter process is now mandatory on all CURRENT registrants at SAM who have a requirement to update data on their SAM record. The notarized letter is mandatory and is required in order for the GSA Federal Service Desk (FSD) to activate the entity's registration. Both Federal Assistance entities and all non-Federal entities must mail the original, signed copy of the notarized letter to the Federal Service Desk. Failure to do so within 30 days of activation may result in the registration no longer being active. Mail the completed, signed, notarized letter to: FEDERAL SERVICE DESK ATTN: SAM.GOV REGISTRATION PROCESSING 460 INDUSTRIAL BLVD LONDON, KY 40741-7285 UNITED STATES OF AMERICA Completion of the required FAR 52.212-3, Offeror Representations and Certifications - Commercial Items is required. The Government will make every effort to answer all bidder inquiries; however, the closer to the bid or proposal due date an inquiry is received, the less likely it is that a timely response can be provided. The Bidder Inquiry Key is: 82FSBR-54U9VQ Specific Instructions for ProjNet Bid Inquiry Access: 1. From the ProjNet home page linked above, click on Quick Add on the upper right side of the screen. 2. Identify the Agency. This should be marked as USACE. 3. Key. Enter the Bidder Inquiry Key listed above. 4. Email. Enter the email address you would like to use for communication. 5. Click Continue. A page will then open saying that a user account was not found and will ask you to create one using the provided form. 6. Enter your First Name, Last Name, Company, City, State, Phone, Email, Secret Question, Secret Answer, and Time Zone. Make sure to remember your Secret Question and Answer as they will be used from this point on to access the ProjNet system. 7. Click Add User. Once this is completed you are now registered within ProjNet and are currently logged into the system 6.0 SUBMITTALS Submittals must be approved by the project Contract Performance Specialist or the Project Manager for this requirement. The following shall be submitted for approval: 1. System drawings: Detail drawings shall be submitted for approval within 20 calendar days after date of award to demonstrate that the equipment will conform to the requirements of the specifications. 2. Descriptive data or catalog data: Catalog data including the part number, catalog cuts, specification sheets, and warranties shall be submitted for approval within 20 days after date of award, to demonstrate fully that all parts of the equipment will conform to the requirements and intent of the specifications. 3. Transformer monitor settings: Temperature monitor settings and software configuration data shall be submitted for approval within 20 days after date of award. 4. O&M Manual: Submit O&M manual, as specified in section 5.2, within 15 days after completing all work on site. WARRANTY Each system shall be covered by a minimum one-year warranty on all parts, labor, and workmanship from factory defects. 8.0 SHIPMENT AND DELIVERY All work on the T2 Bank Transformers at Little Goose shall be completed no later than (NLT) 29 September 2022. Contractor shall be responsible for packing and shipping the components in a manner that will ensure undamaged and complete arrival to Little Goose Dam. No shipments will be accepted other than normal business hours of Monday-Thursday 6:30PM-5:00PM, excluding federal holidays. 9.0 WORK SCHEDULE FOR INSTALLATION The Contractor shall coordinate his work schedule with the Government Point of Contact (POC) a minimum of one week prior to commencing any work onsite at Little Goose Project. The Contractor's work onsite shall be limited to normal business hours of Monday-Thursday 6:30-5:00, excluding federal holidays, unless coordinated in advance with the POC. All work shall be completed by 29 September 2022.
