The purpose of this Request for Qualifications (RFQ) is to solicit competitive, sealed proposals for professional engineering design services for US-27 Water Main Installation for the City of Leesburg, Florida. The City will only accept offers through the Mercell e-Procurement Platform. No paper or late Proposals will be accepted. All preliminary tabulations, final tabulations and lists of respondents will be posted to the Platform when they are available to the public. There will not be a pre-bid conference for this solicitation. The deadline for questions is stated in the Solicitation Schedule. Questions must be submitted through the Mercell Platform using the Question & Answer feature. All responses by the City to questions submitted prior to the deadline will be made within the Mercell Platform. Participants are required to review all revisions to the Solicitation Package and all published Questions and Answers before submitting an offer. The `Question & Answer` feature is authoritative and shall be considered an addendum to the Solicitation. Make sure that the latest version of documents have been reviewed as well as all public announcements. The method of contractor selection has not been determined at this time.
