**As of May 16, 2022, no bid were received.** The city of Washougal is soliciting bids for upgrades to their Social Services Building. The work includes but is not limited to: siding repair/replacement, window replacement, tuckpointing, exterior/interior painting, soffit and trim repair, gutter replacement, door hardware replacement, flooring replacement/repair, and lighting replacement. The work of two alternate includes 1. Site prep, procurement and installation of a prefabricated exterior restroom structure including design build services for the connection of the utilities AND 2. Design build services for the replacement of the existing HVAC equipment. Existing sheathing is expected to be in good condition and able to be reutilized in place. The City is asking for a lump sum base bid with pricing of (2) alternates as indicated and unit pricing for unforeseen damaged sheathing replacement. This project is financed through the Community Development Block Grant Program with funds obtained from the U.S. Department of Housing and Urban Development. The contract will be subject to regulations of the Departments of Labor and Housing and Urban Development. Attention is called to Federal provisions for Equal Employment Opportunity, HUD Section 3 requirements, and the minimum wages as set forth in the contract documents. No bid will be considered unless fully completed in the manner provided in the "Instructions to Bidders" upon the bid form provided in the Contract Documents and accompanied by a bid bond executed in favor of the Owner in an amount equal to no less than five percent (5%) of the total amount of the bid. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the City of Washougal. The Owner reserves the right to reject any or all bids and to waive all informalities. No bidder may withdraw or modify his bid after the hour set for the opening and thereafter until the lapse of thirty (30) days from the bid opening. Attention is called to the minimum wages as set forth in the contract documents. Minimum wages shall be as required by the state wage rates. The city of Washougal in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
