The Lamoille County Planning Commission (LCPC), through a Consortium Municipal Planning grant from the Agency of Commerce and Community Development (ACCD) is conducting a study of the infrastructure barriers to childcare. The demand for childcare exceeds the current infrastructure capacity within Lamoille. There is a well-documented need for childcare, and few options for increasing current capacity. Further research is needed to determine why there are limited childcare opportunities and what the options are for adding capacity within the county. It is important to determine the issues preventing additional childcare. The lack of childcare is negatively impacting our communities, restricting economic development, and creating hardships for families and businesses. Covid-19 exacerbated the childcare problem and continues to be an issue in Lamoille. Children ages 0-2 are experiencing continued disruptions in quality childcare, further limiting their family's capacity for workplace and societal contributions. Towns involved in the project include Cambridge, Johnson, Stowe, and Wolcott. These four communities are located across the county and offer a substantial opportunity for families to utilize childcare either in their home community or along their commute. LCPC will select a consultant to analyze the options for childcare facilities within each of these municipalities. LCPC has conducted preliminary research into existing water/wastewater infrastructure, potential childcare site locations, active childcare providers, and an overview of the state childcare licensing regulations as it pertains to the physical building/facilities. This information will be provided to the selected consultant. LCPC will retain the services of a qualified consultant with experience in childcare facility needs, Lamoille County, the State Childcare regulations and licensing, to complete the scope of work outlined below. All materials and documents, whether preliminary or final, provided in the Scope of Work shall become the property of LCPC. Up to $6,050 is available to complete the Scope of Work. All questions pertaining to the RFQ should be submitted to Alec Jones, Lamoille County Planning Commission, by e-mail (alec@lcpcvt.org), by fax (802-888-6938), or mail no later than April 8, 2022 at 4:30pm. Responses to all questions will be posted on April 14, 2022. This will be a "firm fixed-price" contract to cover the performance of all-eligible services, expenses, and materials. Payment will be made at the conclusion of the work and acceptance of final deliverables. This work is being funded through a consortium Municipal Planning Grant from the Vermont Agency of Commerce and Community Development. All consultants, and any sub-consultants, must comply with any and all applicable laws, statutes, ordinances, rules, regulations, and/or requirements of federal, state, and local governments and agencies thereof, which relate to or in any manner affect the performance of this agreement. All consultants, and any sub-consultants, must comply with the Standard State Provisions for Contracts and Grants found in Attachment E. All consultants, and any sub-consultants, must comply with all pertinent federal, state, and local laws, must carry adequate insurance coverage (not less than $1,000,000-per occurrence; $1,000,000 - General Aggregate; $2,000,000 - Products/Completed Operations Aggregate; and $50,000 - Fire Legal Liability; and $1,000,000 Automotive, including hired and non-owned coverage, combined single limit) and must affirm being an equal opportunity employer with an affirmative action plan. It is further stated that it is the policy of the State of Vermont that Disadvantaged Business Enterprises (DBE) have the opportunity to participate to the maximum extent feasible in procurement and contracting. The State of Vermont has set a goal of achieving at least ten percent (10%) participation by DBE firms in the dollar value of contracts awarded. Consultant(s) shall further certify that it will comply with the provisions of the Americans with Disabilities Act.
