Olson Acres Subdivision is a development just south of the City Limits of Belton, MO. near 187th St. and Mullen Road. The associated wastewater treatment system is a single cell facultative lagoon. The official address of the WWTF is 18702 S. Garden Avenue, Belton, MO., however easiest access to the lagoon is via Lakeside Lane, which intersects 187th St. one block to the west of Garden Avenue. The lagoon is owned by North Cass Waste Management Sewer District (NCWMSD), which is governed by a Board consisting of the Cass County Commissioners. The surface dimensions of the lagoon are approximately 150' X 200'. It is assumed that the depth of liquid (to the top of sludge blanket) is approximately 2'-0" to 2'-6". This should be verified by the bidding contractors. Contractor shall furnish all labor, materials, equipment, tools, and insurance necessary to complete the work described in the Scope of Project. The lagoon system is currently in noncompliance with the applicable statutory and regulatory requirements of DNR. This RFP is being issued as a stopgap measure by having the liquid in the lagoon pumped and hauled to the Little Blue Valley Sewer District (LBVSD) sewer system by a licensed and bonded Waste Hauler. The primary goal of the proposed project is to lower the water level in the lagoon sufficiently such that there is no discharge to the surrounding properties. All Proposals shall remain open for sixty (60) days after the day of the Proposal Opening. Unauthorized Alien Affidavit. Proposers are informed that pursuant to Section 285.530, RSMo, each Proposer shall, by sworn affidavit and provisions of documentation, affirm its enrollment and participation in a federal work authorization program with respect to the employees working in connection to the contracted services. Each Proposer shall also sign an affidavit affirming that it does not knowingly employ any person who is an unauthorized alien in connection to the work on the projects. Employers Liability: bodily injury each accident - $500,000, policy limit $500,000; Comprehensive General Liability: Property - $1,000,000, Combined Single Limit $2,000,000; Comprehensive Automotive Liability - $1,000,000 single limit; Umbrella - $1,000,000; and Workman's Compensation Insurance-statutory limits. The discharge location in the LBVSD system will be a manhole at coordinates 38o50'35.3" N 94o31'51.5" W. The physical location of the discharge manhole is near the end of, and on the west side of N. Scott Annex in Belton. Provide a brief plan and scope to draw the water out while minimizing the amount of sludge that is removed. Small amounts of sludge may be removed incidentally, but pump should not be significantly pulling from down within the sludge blanket as substantial sludge disposal is not authorized by the receiving facility. LBVSD will require daily composite sampling and delivery. This shall be closely coordinated with LBVSD. The County reserves the right to waive any informality or to reject any or all proposals. No proposer may withdraw a proposer within 60 days after the actual date of the opening thereof.
