The Bay County Board of County Commissioners is seeking Bids from qualified vendors to supply new diesel-powered bypass wastewater pumps for each of the thirty-six lift stations that are currently not equipped with an onsite standby electrical generator as a backup power source. The County will install the pumps to allow operations to continue during electrical outages caused by a severe storm event. The proposed equipment shall meet Bay County Standards and Specifications that can be viewed at the following website Permitting Division | Bay County, FL. Equipment supplied shall be in accordance with the Specifications provided in Exhibit 1 and must be warrantied per Bay County’s Standards and Specifications for Sewer Diesel Bypass Pumps or have a three-year comprehensive warranty, whichever is greater. Equipment will be delivered to the Bay County Utility Services Department located at 3410 Transmitter Road, Panama City, FL 32404. A Lift Station Information Packet has been attached in Exhibit 2 for reference. The project may be reimbursed by the Hazard Mitigation Grant Program (HMGP) DR-4399-038-R, as approved by the Florida Division of Emergency Management (FDEM), Federal Emergency Management Agency (FEMA) and the Hazard Mitigation Community Development Match Grant (HMGP-CDBG) Program through the Florida Department of Economic Opportunity (FDEO). Funding for the project may be made possible through these grants and is contingent on strict conformance to the guidelines set forth by FDEM, FEMA, and FDEO. The Owner's Goal for Minority-owned Business Participation as a Percentage of Construction Cost Is 10%. The Owner's Goal for Women-owned Business Participation Is 5%. The County may cancel this ITB, or reject in whole or in part, when it is in the best interests of the County, as determined by the Board of County Commissioners.
