Renovation of a water / sewer project in New Market, Alabama. Working plans call for the renovation of a water / sewer project.

Filter Media Replacement at Mountain Fork Water Treatment Plant Technical questions regarding this bid should be directed to Vince Moody at vmoody@madisoncountyal.gov Procurement questions should be directed to: Jennie Weatherly at jweatherly@madisoncountyal.gov The Madison County Commission reserves the right to award this bid on an all-or-none or item by item basis, to refuse all bids, and to waive technicalities. The amount of the cashier's check or Bid Bond shall not be less than five percent (5%) of the contractor's bid, but is not required to be in an amount more than Ten Thousand Dollars ($10,000). Upon signing and returning the Construction Contract to the Owner for final approval and execution, the Contractor shall, at the Contractor's expense, furnish to the Owner a Performance Bond and a Payment Bond, each in a penal sum equal to 100% of the Contract Sum. Madison County Water Department requests bids from qualified vendors to provide all labor, materials, equipment, and supplies necessary for the removal, disposal, and replacement of filter media in each of four cells of the filter vessel located at the Mountain Fork Water Treatment Plant in New Market, Alabama. In addition to the filter media removal and replacement, the vendor will be required to inspect and repair any damage to the underdrain floor and air scour assemblies found within the filter vessels. Any other required repairs that are discovered upon removal of the old media will be done on a time and materials basis with approval. The interior of the entire filter vessel body is also to be visually inspected while media is removed in an effort to assess the overall condition of the filter system. The awarded vendor will disinfect new filter media and be on site for initial backwash and startup prior to Madison County accepting the return of responsibility for the filter vessels. The contractor shall replace four (4) filters, 238 square feet each, consisting of 1560 cubic feet of Silica Sand and 1520 cubic feet of Filter Anthracite in total. The filter media sits on top of an underdrain with IMS cap. The Cress Well and Treatment Plant must remain in service while replacement and cleaning is being completed, with three of the four filters being operational at all times. All work shall be in compliance with all applicable State, Federal and local regulations, including the State of Alabama Department of Public Health, the United States Environmental Protection Agency (USEPA), Resource Conservation and Recovery Act (RCRA), applicable Occupational Safety and Health Administration (OSHA) regulations, Alabama Department of Environmental Management (ADEM), and American Water Works Association (AWWA) guidelines.
