Site work for a water / sewer project in New Market, Alabama. Completed plans call for site work for a water / sewer project.

Madison County is seeking to replace approximately 5,600 feet of 6" AC water main with 6-inch PVC pipe in the Hazel Green area. The Madison County Commission reserves the right to award this bid on an all-or-none or item by item basis, to refuse all bids, and to waive technicalities. Deadline for questions is December 6, 2024, at 3:00 PM; there will not be a pre-bid meeting. Questions should be directed, in writing, to Phillip McDoniel at pmcdoniel@madisoncountyal.gov and Jennie Weatherly at jweatherly@madisoncountyal.gov. The Contractor will be responsible for the installation of new main in accordance with the technical specifications. (a) Scope of Services The Contractor shall: o Install temporary erosion control devices; o Install approximately 5,600 linear feet of new 6-inch PVC water main by open cut, including hydrants and valve assemblies, as shown on the Construction Drawings; o Perform open cuts for new main as shown on Construction Drawings; o Pressure test and disinfect the new main and services; o Install new service tubing and connect to the existing meter; o Connect the new main to the existing mains; o Repair driveways, culverts, and roadways to original condition or better; o Abandon existing mains and remove old hydrants and valve boxes; o Maintain appropriate erosion control o Landscape yards and right-of way to original condition or better; o Remove temporary devices (sample taps, blow-offs, erosion control devices) from the site. The existing water line shall remain in-service during construction, and work shall be performed to avoid any damage and service disruption to the existing main. The existing main will remain live until the new main and services have been successfully tested, and the new main is ready to connect to the existing main. Construction may be performed in phases. All work must be coordinated with Madison County. (b) Bid Guaranty. (i) The Bid Form must be accompanied by a cashier's check, drawn on an Alabama bank, or a Bid Bond, executed by a surety company duly authorized and qualified to make such bonds in the State of Alabama, payable to Madison County. (ii) If a Bid Bond is provided in lieu of a cashier's check, the bond shall be on a standard form. (iii) The amount of the cashier's check or Bid Bond shall not be less than five percent (5%) of the contractor's bid, but is not required to be in an amount more than Ten Thousand Dollars ($10,000). PERFORMANCE AND PAYMENT BONDS. (a) General. Upon signing and returning the Construction Contract to the Owner for final approval and execution, the Contractor shall, at the Contractor's expense, furnish to the Owner a Performance Bond and a Payment Bond, each in a penal sum equal to 100% of the Contract Sum. Each bond shall be on the form contained in the Bid Package, shall be executed by a surety company (Surety) acceptable to the Owner and duly authorized and qualified to make such bonds in the State of Alabama in the required amounts, shall be countersigned by an authorized, Alabama resident agent of the Surety who is qualified to execute such instruments, and shall have attached thereto a power of attorney of the signing official. The provisions of this Section are not applicable to this Contract if the Contract Sum is less than $50,000, unless bonds are required for this Contract in the Supplemental General Conditions. (a) Period of Performance. The Contractor shall perform the Work in one-hundred twenty (120) calendar days. The period of performance shall begin with the date on the Notice to Proceed. The period of performance includes ten (10) days for Madison County to perform the bacteriological testing after the main is installed, pressure tested and disinfected. Installation of new meters (if required) and transfer of a customers to new water lines cannot begin until successful completion of the bacteriological testing. (b) Substantial Completion. Substantial completion shall be achieved when all customers are transferred to the new main and the landscaping is complete. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. estimated budget is between 200,000 and 250,000
