SCOPE OF SERVICES
Firms shall be qualified professional engineering firms that have experience in design, funding consulting, bidding, construction administration oversight and construction inspection of local government capital improvement projects. Sub consultants may be used on design projects or where supplemental expertise is
desired. Firms may submit qualifications for professional civil engineering and related consulting service including but not limited to the following categories:
o Serve as Engineer-of-Record for the Town.
o Preliminary Engineering Studies and reports
o Grant writing, applications, and administration including American Rescue Plan Act
o Work with Town staff to review or complete Permitting (NCDEQ, NCDOT, USACE, FEMA, etc.)
o Design, including field surveys, SUE, construction drawings, and specifications/construction documents preparation
o Serve as the Town's Project Manager for public improvements prepared by other engineers.
o Construction services including bidding, contract administration and observation
o Asset Management Planning
o Records management (GIS, web hosting, etc.)
o Financial services, analysis, and rate/fee studies
o Capital Improvement Plan preparation
o Environmental engineering
o Water distribution and sanitary sewer evaluation
o Water and wastewater treatment
o Storm drainage, conveyance and stormwater management
o Water resources planning
o Land surveying
o Land development and planning
o Transportation
o Parks and Recreation
o Pavement condition surveys
o Such additional civil engineering services as may be needed by the Town
o Assistance as it relates to the Division of Water Infrastructure's Viable Utility Reserve Program
o Funding resource applications and management assistance
o MWBE Participation Form

Additionally, the Town is seeking an independent Security Controls Assessment (SCA) Contractor for the Town of East Spencer's Network systems. The Contractor will be responsible for performing a comprehensive independent security control assessment in accordance with the NIST RMF 800-37.
o The Contractor shall test the internal Local Area Network (LAN) for vulnerabilities; operated Extranet networks for vulnerabilities; and test the security controls in place that protect town's websites and external client resource sites
o The Contractor shall determine if the current LAN and firewalls are configured securely.
o The Contractor shall conduct an extensive review of the Information Security Policies and Procedures in place to identify and highlight any vulnerabilities
o The Contractor shall complete an Information Security Assessment
o The contractor shall document the type of security tests or procedures performed
o The contractor shall be required to Develop a Final Assessment Report
o The Contractor shall perform Security Framework Alignment, if required by identifying best practice and procedures based upon findings.
o The Contractor shall provide its own industry standard scanning and vulnerability tools as part of the over-all cost.
o The Contractor will be required to provide for amelioration for any deficiencies that are detected or arise during the course of its work.
The select firm(s) reports directly to the Town Administrator. Inquiries from the public and/or press are outside the purview of the Town Engineering Services. All inquiries for the Town Engineering Services' time shall be channeled through the Town Administrator, or the Town Administrator's designee, who must authorize such request prior to the selected firm taking any action.
