Heber City, Utah, a body corporate and politic of the State of Utah, located in Wasatch County, Utah, has received approval from the City Council to issue a Request for Proposal (RFP) to qualified companies/firms for the retrofitting of outdoor light fixtures on existing city facilities to be Dark Sky Compliant. SCOPE OF PROJECT Heber City recently adopted a Dark Skies Ordinance. There will be several phases of this project, the first being to replace all non-compliant light fixtures on city owned buildings. The purpose of this RFP is to find a qualified company to retrofit existing lighting with dark sky compliant fixtures at the Main Street Park, City Hall Administration Building, Public Works Building, Cemetery Building, Police Department, Airport Office, and Timpanogos Valley Theater. Heber City would like all lights to be LEDs and to move away from Low Pressure Sodium and High Pressure Sodium. However, to meet Dark Sky Standards, each LED light must have minimal blue light emissions with no more than a 3000 Kelvin color temperature requiring the use of narrow-spectrum LEDs. In addition to indicating the retrofit cost for each of the below locations, a minimum of a paragraph response for each location will be required to indicate how each location will be brought into dark sky compliance (i.e. if a shield can be added to current fixture, if replacement of light head is needed, if an entire fixture would need replacement, etc). The following lists contain the type and number of fixtures to be addressed at each location along with images of the current non-compliant fixtures. If it is discovered that certain of these fixtures will not work or cannot be obtained, a compliant list and style of fixtures is included at the bottom of the request along with photos of all fixtures.
