The County will establish an Open Ended Agreement with the selected firm to perform engineering services for the DPW. This work may include, but is not limited to, preliminary engineering studies, environmental assessments, preparation of construction contract plans and documents, and possible bidding and construction management for multiple project assignments. It is anticipated that these project services will be required for a period of two (2) years, with the option for a two (2) year renewal. A firm's involvement in the development of a preliminary engineering study or environmental assessments for a given project does not guarantee the firm will be awarded the design and construction services for that project. The County reserves the right to award Agreements to more than one firm. The selected firm will be capable of performing preliminary through final design services associated with the preparation of construction contract plans and documents as requested by the DPW. This work will include, but not be limited to, assigned tasks in the following general areas: preliminary and final design of new construction/renovations (County offices, utility buildings, parking lots, etc.); stormwater management system retrofits; highway or road projects; sewer extensions; pump station and force main installations and retrofits; gravity sewer system repairs and rehabilitation; wastewater treatment plant evaluations and possible capacity expansions; sediment and erosion control and stream relocation design; wetland identification and mitigation; traffic engineering; urban streetscape and landscape design; preparation of environmental permits and construction permits; support for public involvement (including the preparation of correspondence); surveys; preparation of right-of-way plats; review of shop and working drawings; value engineering; construction management/inspection; construction claims analysis; and analysis of studies prepared by others.
