The City of Portland Water Bureau is seeking proposals from individuals, firms, teams or consultants, hereafter called "Proposer(s)," with demonstrated experience in the seismic assessment of bridges. The successful Proposer will perform a seismic assessment of the Larson's Bridge and the Bowman's Bridge. There are two (2) key milestones for this Project. The first is the production of a digital model utilizing one of the current industry standard structural modeling software packages. The second is a report documenting the findings of their assessment and providing recommended improvements for the bridges if they are not able to withstand the required loadings. The seismic assessment will consider both the Moment Magnitude 9.0 CSZ Event and a Maximum Considered Event (2,475 period event). The City of Portland (City) Water Bureau (PWB or Portland Water Bureau) strives to provide high quality water to enhance the public health and safety and contribute to the economic viability and livability of the Portland metropolitan region. We are a recognized leader among water service agencies across the country. The seismic assessment of the Larson's and Bowman's Bridges in the Bull Run Watershed aligns with the PWB's mission statement of providing reliable water service to customers as well as being responsible stewards of the public's water infrastructure and natural resources. Questions and requests for clarification regarding this Request for Proposal must be directed in writing, via email or fax, to the person listed below. The deadline for submitting such questions/clarifications is seven (7) days prior to the proposal due date. An addendum will be issued no later than 72 hours prior to the proposal due date to all recorded holders of the QBS-RFP if a substantive clarification is in order. The City reserves the right to reject any or all responses to the Request for Proposal if found in the City's best interest to do so. In the City's discretion, litigation between the City and a Proposer may be cause for proposal rejection, regardless of when that litigation comes to the City's attention and regardless how the Proposer's proposal may have been scored. Proposals may also be rejected if they use subconsultants who are involved in litigation with the City. Proposers who are concerned about possible rejection on this basis should contact the City before submission of a proposal for a preliminary determination of whether its proposal will be rejected. The method of contractor selection has not been determined at this time.
