The Village of Mineral Point, Missouri requests statements of qualifications for engineering services and subsequent design and inspection to assist in its proposed rehabilitation of a blighted city block, which will improve public infrastructure to facilitate the location of a new business and jobs. The project will be funded through the Delta Regional Authority. The Village will require plans and specifications for the proposed project along with construction inspection once funding has been committed. Information provided to the board must include: (a) The specialized experience and technical competence of the firm with respect to stormwater detention and paving (Relative Importance: High); and (b) The capacity and capability of the firm to perform the work in question, including specialized services, within a period of 18 months (Relative Importance: High); and (c) The past record of performance of the firm with respect to such factors as control of costs, quality of work, flexibility in payments, ability to meet tight schedules, and assistance to community grant application process requirements (Relative Importance: High); and (d) The firms proximity to and familiarity with the area in which the project is located (Relative Importance: Low); and (e) References from all previous clients involved with the firm within the past five years on similar projects, specifically government funded projects; (Relative Importance: Medium); and (f) Documentation of compliance with E-Verify requirements. The firm will be selected based on the above qualifications. Once the most qualified firm is selected, the cost for design and inspection will be negotiated.
