Fairfax County Government uses a procurement portal powered by Bonfire Interactive for accepting and evaluating proposals.Fairfax County strongly encourages offerors to submit proposals well in advance of the proposal submission deadline. A proposal submission is not considered successful unless all necessary files have been uploaded and the 'Submit & Finalize' step has been completed. Offerors are responsible for the consequences of any failure to plan ahead in the submission of its Proposal.This contract will be for three (3) years with two (2) one-year renewal options available or as negotiated. The purpose of this solicitation is to establish a term contract for the Emissions Compliance Sampling and Testing of four (4) multiple hearth incinerators as required by the SSI MACT (EPA 40 CFR Part 60 subpart MMMM and Virginia VAC4 Chapter 40, Part II, Article 5) at the Noman M. Cole Jr. Pollution Control Plant (NMCPCP) located at 9399 Richmond Highway, Lorton, VA 22079. The scope of services also includes additional services to comply with Title V Permit (i.e. Testing and reporting of Mercury in grams/24 hour period and Volatile Organic Compounds (VOC) in ppm-C @ 7% Oxygen (O2) level) for each incinerator. The Purchasing Agent also reserves the right to reject the bid of a bidder deemed to be a non-responsible bidder. Questions Due Date has been extended to May 05, 2022 @ 10:00 a.m. EST
