This contract scope shall consist in part of furnishing, on an "as needed" basis, all labor, materials, tools, equipment, appurtenances and incidentals for saw cutting, grinding, removal & replacement of various Portland cement concrete including: sidewalk, curb, gutter, cross gutter, driveways, handicapped ramps, etc. Removal and replacement of asphalt concrete, aggregate base, minor asphalt repairs, reconstruction, overlaying, slurry and sealing of A.C. streets and raising manholes and valve cans to grade. This is a performance service agreement. No bid bond will be required. For technical information relating to the details of the proposed project and/or proposal requirements, please contact Derek Lacombe, Superintendent of Public Works, 951-258-7029, Fax - 951-270-5681, or email dlacombe@ci.norco.ca.us Pursuant to Section 22300 of the Public Contract Code of the State of California, the contract will contain provisions permitting the successful proposer to substitute securities for any monies withheld by the owner to ensure performance under the Contract or to have payment of retention earned made to an approved escrow agent at the expense of the successful proposer. The Owner is required to observe requirements for public proposals and incorporate such requirements into the Construction Contract Documents. The following paragraphs shall then form a part of the Construction Contract, be it awarded. Proposers are advised that this is a public works contract within the City of Norco which does require payment of prevailing wages. Interpretations or clarifications considered necessary by the Engineer in response to such questions will be resolved by the issuance of Addenda mailed or delivered to all parties recorded by the Engineer or the City as having received the Contract Documents. Due to many factors required to respond to any questions, the City reserves the right not to answer any questions seventy-two hours (72) prior to the proposal opening time. Only questions that have been resolved by formal written Addenda will be binding. Oral and other interpretations or clarifications will be without legal or contractual effect. No proposal will be accepted from a Contractor who is not licensed in accordance with provisions of Chapter 9, Division 3, of the Business and Professions Code of the State of California on the date and at the time of submittal of the Proposal. Contractor shall have a valid Class 'A' Contractor's License or a combination of specialty Class 'C' licenses sufficient to cover all of the work to be performed by him/her. All proposers are required to obtain a City of Norco business license prior to start of work. The City reserves the right to reject any and all proposals, to waive any irregularity or informality in any proposal to the extent permitted by law, or to award the contract to other than the lowest proposer. Proposers may not withdraw their proposals for sixty (60) days after the proposal opening.
