This project involves a base bid and alternate bids for the milling, paving and spot base repair of roadway surfaces at several specified locations within West Norriton Township. All material, labor, and equipment necessary shall be in accordance with PennDOT Publication 408 and Township Standards. Asphalt materials shall be based on PennDOT 2022 Asphalt Cement Price Index. A nominal fee of 0.25% of the bid amount (up to $5,000) is assessed only to bidders awarded contracts. Each bid shall be submitted in accordance with Article 15 of the Instructions to Bidders and Document 00 21 13 Instructions Submitting Electronic Bids For This Solicitation and must be accompanied by a Bid Bond or Certified Check for not less than ten percent (10%) of the Bid amount payable to West Norriton Township along with an Agreement of Surety certifying that the required Performance and Payment Bonds will be provided to the Bidder. The successful Bidder shall be required to furnish proof of insurance and bonds for Performance, Payment, and Maintenance in such form as meets the approval of West Norriton Township and having as security thereon such Surety company or companies as are approved by West Norriton Township. The project is subject to applicable provisions of Act 422, PA Prevailing Wage Act as amended and the prevailing minimum wage rates issued by the PA Dept. of Labor and Industry. In addition, the requirements of the West Norriton Township Responsible Contractor Ordinance may apply for this project. No Bidder may withdraw his bid within sixty (60) days after the date set for the opening of the bids.
