To view the full announcement, please visit the website. o Title: Architect and Engineer Design Recompete IDIQ o Contact: Larry Hill o Organization: AAQ-550 o Phone Number: (781) 238-7665 o E-Mail: Larry.hill@faa.gov o Date: March 28, 2022 In accordance with Federal Aviation Administration Acquisition Management System (AMS) Policy 3.2.1.2.1 - this announcement is to conduct an updated Market Survey for the purpose of soliciting statements of interest and capabilities from interested vendors along with soliciting comments from industry for the attached draft market survey statement of work, draft market survey specification and updated anticipated procurement strategy. REQUIREMENT: The Federal Aviation Administration (FAA), is seeking qualified A/E firms for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract that will be used to acquire professional services of an architectural and engineering nature. These services will be utilized on FAA projects to meet the vast majority of infrastructure needs throughout the FAA Terminal Eastern, Central, and Western Service Areas. The A/E firm must be capable of providing services as described herein. If selected, the A/E Firm may be required to travel where the FAA has engineering requirements. This contract is extended to FAA offices nationwide. If travel is required, the A/E Firm must use the most economical method of travel. Maximum per diem rates must not exceed the Federal Government travel rates allowed for Federal Government employees. A. Types of tasks awarded may include, but are not limited to: o Engineering studies and preliminary designs o Complete design packages ready for bidding o Structural, HVAC, and electrical analysis & design o Sustainability Evaluations and Design o Surveys (HAZMAT, Environmental, Geotechnical, Land Surveys, etc.) o Building Demolition Design and associated lease closeout requirements o Asphalt pavement design o Master planning o Prototype or FAA Standards Documentation Preparation o Design/build Requirement Documents and Solicitation preparation o Site design/evaluation and inspections o Shop Drawing Review o Whole Building Commissioning Services 2 All awarded design tasks will automatically include a follow-on Construction Support Task assigned to each project. Provide A/E construction Support services during the construction procurement phase and the construction phase of each project. A/E design firms will be expected to provide support to FAA for review of documents such as test reports, submittal review, shop drawing review, RFI responses, on-site inspections, commissioning, etc. PURPOSE: The FAA is conducting this market survey to seek potential sources capable of meeting technical and delivery requirements, determining if there is sufficient competition to execute a full and open competitive strategy along with soliciting comments from industry for the attached draft market survey statement of work, draft market survey specification and updated anticipated procurement strategy. Any vendor that believes it can provide these services is invited to submit a capability statement (in contractor format) addressing its abilities to meet all of the requirements above. This is anticipated to be a Firm-Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) Contract with a base period of performance of one (1) year and four (4), one (1) year option periods. The Principal North American Industry Classification System (NAICS) size standard code for this requirement is 541310 Architectural with a size standard of $8M. All responses (one per company) are to be provided on company letterhead and limited to a total of 5 typewritten pages, excluding the Business Declaration. No type font less than 11 point may be used. CAPABILITY STATEMENT: All responders must provide a Capability Statement that addresses each of the following capabilities that are of concern to the FAA. These topics are to be addressed in the order presented below. a. Provide a brief description of your company's expertise and qualifications for performing the A-E Design project. Address whether the effort(s) were part of a teaming arrangement and provide the name of the teammate. b. List experience similar to the A-E Design project. c. Experience as a prime contractor administering Government contracts that are similar in size, scope, complexity and geographic area to this effort. d. Number of years in business. e. Size standard information (ie, Small Business, 8(a), SDVOSB, Large Business, etc.) f. Systems for Award Management (SAM), including DUNS and CAGE Code information. REQUIREMENTS FOR EXPRESSION OF INTEREST: In order to make this determination and to be considered responsive, the FAA requires the following information from interested vendors: a. Please note that the FAA e-mail server restricts file size to 10MB per email message, therefore, responses may have to be submitted in more than one e-mail in order to be received. This market survey is for informational purposes only and shall not be construed as a commitment or a promise to contract by the Government.
