1. This is a Combined Synopsis/Solicitation for commercial service prepared in accordance with the format in FAR Subpart 12.6, Acquisition of Commercial Service and FAR Part 13, Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals and a written solicitation will not be issues. 2. The Solicitation 61200PR220078980 is issued as a Request for Quotation (RFQ). Submit written offers only, oral offers will not be accepted. This Combined Synopsis/Solicitation requires registration with the System for Award Management (SAM) at the time a quote is submitted, excluding outlined in FAR 4.1102(a). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-05. The complete text of any of the clauses and provisions may be accessed in full text at https://www.acquisition.gov/browse/index/far. 4. This procurement is a Firm Fixed Price 100% Total Small Business Set-Aside and the associated North American Industry Classification System (NAICS) Code is 561210, Facilities Support Services, with Size Standard $41,500,000. Product Service Code: Z2PZ. 5. The description requirement for United States Coast Guard TRACEN Petaluma, located at 599 Tomales Road, Petaluma, CA 94952 is: Description of Requirements: The United States Coast Guard Training Center Petaluma (TRACEN) requires the services of a qualified contractor to troubleshoot and repair the fire alarm systems throughout the base. The Contractor shall furnish supervision, labor, tools, equipment (other than government furnished equipment) and supplies as described in this Scope of Work (SOW). 6. Period of Performance will start the day award is received by the vendor and completed within 60 days. Responsibility and Inspection: Unless otherwise specified in the contract or purchase order, the supplier is responsible for the performance of all inspection requirements and Quality Control (QC).The contractor shall coordinate the exact dates and times of delivery with the Reclamation, at least one week in advance. The contractor shall ensure that the total for all amounts ordered and delivered does not exceed the amount noted in the contract line items. All quotes are due by Monday, April 25nd, 2022 by 12:00 EST. Any and all questions regarding this solicitation shall be submitted in writing to Unison Marketplace (https://www.unisonglobal.com/productsuites/acquisition/marketplace/marketplace-seller/) no later than Thursday, April 21st, 2022 12:00 EST. 8. The Government will award a Firm-Fixed Price contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to the synopsis/solicitation will be most advantageous to the Government, price and other factors considered. Best Value Award Criteria - An award will be made to a responsive offeror (who submits all required submissions on time), whose past performance does not pose a risk to the Government, and whose offer is Technically Acceptable. An offer is technically acceptable if its technical capabilities conform to the Government's Performance Work Statement or listed specs whichever is applicable to the buy. Offerors understand that the Marketplace ranks all offers by price; however, pursuant to applicable acquisition regulations and/or departmental guidelines, Buyers may use criteria other than price to evaluate offers. Accordingly, please note that, to the extent required by applicable regulations and/or guidelines, award will be made to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Buyer on the basis of price, technical capability, delivery, and past performance.
