Reconstruction Work at Multiple School District Buildings Contract 3: Electrical Any bid may be withdrawn without prejudice prior to the official bid opening time or any publicized postponement thereof. Any bid received after the time and date stated above will be returned to the bidder unopened. Each Bidder shall prepare their bid proposal, along with a bid security, in accordance with the terms and subject to the conditions set forth in the "Information for Bidders". Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and the minimum wage rates to be paid under the contracts. No bidder may withdraw his bid within 45 days after the date of the actual bid opening. Complete digital sets of Bid Documents may be obtained via download for a forty-nine dollars ($49.00) non-refundable deposit, in the form of CREDIT CARD. Bidders can inspect the work locations before submitting bids. This can be done any Monday through Friday, except holidays, during hours when there will be School District Staff Personnel in the building. While school is in session, access to building interiors will only be allowed from 6:00 a.m. to 7:00 a.m. or after 3:30 p.m. The Board of Education reserves the right to reject any or all bids and to waive any informalities or defects in such bid either before or after the bid opening. Professional Service Industries (PSI), Inc., was retained by the Burnt Hills - Ballston Lake Central School District to conduct a Limited Hazardous Material (HAZMAT) Survey of materials that may be impacted by the planned additions and alterations work to the library area within Charlton Heights Elementary School. The hazardous material inspection included identification of asbestos containing materials, caulks that may contain polychlorinated biphenyls (PCB's), and paint that may contain lead. The survey included limited areas of the Charlton Heights Elementary School located at 170 Stage Road in Ballston Lake, New York. The scope of the project was identified in a plan drawing dated January 3, 2022 which was provided to PSI by Mosaic Associates Architects. PSI conducted the survey throughout the areas indicated by the drawing provided by Mosaic Associates Architects. As the project scope may have changed from the scope shown on the provided drawing, materials, locations, and quantities should be reviewed prior to project bidding. Quantities included in this report are for the assumed quantity of materials to be impacted by the proposed project only. The actual quantity of materials to be impacted will depend on the final scope of work for the project. Quantities in this report should be verified for bidding purposes. PSI surveyed and collected samples only from the areas that are planned to be renovated. The purpose of the asbestos investigation and sampling was to provide information regarding the presence, condition, and estimated quantity of accessible Asbestos Containing Materials (ACMs) located at the facility, that may be impacted by the planned project. The asbestos inspection and sampling was conducted on January 25, 2022. A total of twenty-six (29) samples were collected from thirteen (13) suspect asbestos-containing homogeneous materials identified during the course of the survey. The samples were analyzed by Polarized Light Microscopy (PLM), matrix reduction with PLM, and Transmission Electron Microscopy (TEM) in accordance with New York State Department of Health Environmental Laboratory Approval Program (ELAP). Any material containing greater than >1% asbestos is considered an asbestos containing material per EPA regulations The following two (2) ACM (>1% asbestos) were identified during this investigation: o 9"x9" Grey Floor Tile o 9"x9" Grey Floor Tile Mastic ACMs should be maintained in a good non-damaged condition through use of an Operations and Maintenance (O&M) program. Regulated ACM (RACM) must be properly removed by a licensed asbestos abatement contractor prior to renovations or demolition Multiple Locations Are Available In This Project.
