The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contractservice providers shall be accountable solely to the primary contractor who, in turn is responsible to the Government. 1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, other items, non-personal services necessary to inspect, test, maintain and repair the John Martin Dam Elevator as defined in this Performance Work Statement (PWS), in strict accordance with all terms, conditions, general and special provisions and specifications except for those items specified as Government furnished property and services. Equipment covered by this contract includes all mechanical, control, electrical, hoisting, testing weights and all other elevator equipment and elevator components up to the point of disconnect with the building power. The contractor shall perform to thestandards in this contract in accordance with current versions of ASME A17.1-2019/CSA B44:19 and ASME A17.3-2017. The contractor shall be licensed by the State of (New Mexico / Colorado) and shallprovidedocumentation of this license. The Contractor shall be responsible for the planning and estimating; material acquisition; and scheduling and accomplishment of all work (maintenance and repair) described in this PWS except for instances where the Government has agreed to furnish resources. It is highly encouraged that the Contractor visit the facility to determine the extent of work requirements and formulate an operational sequence necessary for completion of the contract. The Contractor shall thoroughly familiarize themselves with the electric traction elevator and associated equipment located at the John Martin Dam to ensure against misunderstanding between skills and material needed duringthe performance period of the PWS. Before work begins, a Maintenance Control Program (MCP) schedule shall be prepared by the Contractor and reviewed/approved by the Contracting Officer andthe John Martin Project Manager (POC). 1.2 Background: The John Martin Dam elevator wasreplaced by Kone Elevator in 2010. The Minnesota Elevator Inc. (MEI) elevator will providebetter, more reliable service. Replacing parts will now be easier due to this upgrade. However, the elevator is still in need of a comprehensive maintenance program that will maximize performance, safety, and life span. The elevator is an overhead traction control elevator with 480 volts, 3 phase, and 60 hertz power supply. The elevator operates at a speed of 125, capacity is 1,500lbswith three (3) openings(operating gallery, air venting gallery, roadway). 1.3 Objectives: The objective is to provide quarterly and annual inspections, make routine repairs and maintenance / adjustments and complete the 5-year load test asrequired by code to keep elevator in operable condition. 1.4 Scope: The Contractor shall service the elevator and all elevator equipment described in section 5 of this document. During these quarterly inspections, the contractor shall lubricate and grease all applicable elevator components, inspect and notify the John Martin Dam project POC of any repairs or component replacement that, in the contractor's judgment, should be accomplished. Repair and/or replace components as described in section 5 of this document. The contractor's contract manager, or alternate, shall coordinate services as detailed in section 1.6.3.1. 1.5 1.6 1.5 Period of Performance: The period of performance shallbe for one (1) Base Year of 12 months and four(4) 12-month option years. The Period of Performance reads as follows: ) The offeror shall email questions concerning sensitive technology to the Department of State at CISADA106@state.gov.
