Q & A deadline : 05/12/2022 05:00 PM EDT This project will upgrade traffic signal safety at fifty-nine (59) signalized intersections throughout unincorporated Marin County and its cities and towns. In general, the work consists of installing traffic signal heads, pedestrian signal heads, Accessible Pedestrian Signals (APS), push button posts, traffic signal backplates, and reflective backplate tape. At a subset of intersections, the work may include removing and installing new service cabinets, controller assemblies (cabinet, foundation, and controller), traffic signal controllers, and Advance Dilemma Zone Detection systems. The Contractor shall possess a valid Class "C-10" License at time of bid submittal. To bid on this Project, the Bidder and all subcontractors are required to be registered as a public works contractor with the Department of Industrial Relations pursuant to the Labor Code. The Bidder's and subcontractors' registration must remain active throughout the term of the Contract. A Bid Bond in the amount of 10% of the total bid amount payable to the County of Marin shall accompany the Proposal. If submitting on Bid Express, a scanned copy of the bid bond should be uploaded and attached. Award of contract, if awarded, will be to the lowest responsible bidder whose proposal complies with prescribed requirements, and will be within thirty (30) days after receipt of proposals. The Board of Supervisors of the County of Marin reserves the right to reject any or all bids and the right to waive any irregularities. The provisions of California Public Contract Code 22300, regarding substitution of securities for monies withheld to ensure performance shall apply to this contract. This project is to be advertised pursuant to Public Contract Code 22037. Bidders are advised that, as required by Federal law, the State has established a statewide overall DBE goal. This County Federal-aid contract is considered to be part of the statewide overall DBE goal. The County is required to report to Caltrans on DBE participation for all Federal-aid contracts each year so that attainment efforts may be evaluated. These wages are set forth in the General Prevailing Wage Rates for this project, available at the Department of Public Works. Prevailing Wage rates are also available at the State of California Division of Labor Statistics and Research portal. The Federal minimum wage rates for this project as predetermined by the United States Secretary of Labor are set forth in the project Special Provisions and can be found at portal. Future effective general prevailing wage rates which have been predetermined and are on file with the California Department of Industrial Relations are referenced but not printed in the general prevailing wage rates. Attention is directed the Federal minimum wage rate requirements in the project Special Provisions. If there is a difference between the minimum wage rates predetermined by the Secretary of Labor and the general prevailing wage rages determined by the Director of the California Department of Industrial Relations for similar classifications of labor, the Contractor and subcontractors shall pay not less than the higher wage rate. The Department will not accept lower State wage rates not specifically included in the Federal minimum wage determinations. This includes "helper" (or other classifications based on hours of experience) or any other classification not appearing in the Federal wage determinations. Where Federal wage determinations do not contain the State wage rate determination otherwise available for use by the Contractor and subcontractors, the Contractor and subcontractors shall pay not less than the Federal minimum wage rate which most closely approximates the duties of the employees in question.
