Only pre-qualified contractors are eligible to bid. The Project will consist of furnishing all labor, materials, tools, equipment, services, supervision, and incidentals necessary to perform rail rehabilitation and replacement at various locations along the VTA light rail system. The scope also includes the installation of new crossovers; associated signaling, communications, overhead contact system, traction power items, ballast/spot tie replacement, and upgrading switches from manual to powered. The Project will also require: Bidder must demonstrate experience in each of the following: (1) special trackwork; (2) overhead contact system; and (3) railroad signaling and be able to apply the best available practices. The minimum experience consists of: 1. Bidder must have completed at least three (3) construction contracts within the last ten (10) years for which Bidder was the prime or direct contractor for the work. 2. Each such completed construction contract must have had a minimum original value of at least $5,000,000. 3. Each such completed construction contract must have had an original contract duration of at least 270 calendar days. 4. Bidders proposed contracting team must have obtained experience in each of (1) special trackwork; (2) overhead contact system; and (3) railroad signaling in the past 10 years through a contract or contracts meeting the requirements of paragraphs 2 and 3 above. The estimated cost of construction for the Project is in the range of $20 million to $27 million, including both the base and bid option scope. The work will include furnishing all labor, supervision, materials, and equipment necessary to construct the Project.
