Western Municipal Water District (Western) is requesting proposals from a qualified consulting and engineering firm, to develop SCADA standards and requirements based on industry standards, best practices, and the existing informal standards and preferences of Western. Western's SCADA Standards document will be a "living" document and will include HMI, PLC, and operational technology (network and computer system hardware/software) standards, SCADA management and maintenance procedures, and SCADA design requirements. The standards will allow Western to facilitate capital improvement project requirements and upgrade projects with efficient and consistent SCADA development. In 2018, Western completed a SCADA Master Plan. The SCADA Master Plan includes an Implementation Plan focused on a SCADA strategic plan that identifies SCADA component upgrades and system improvements for a cohesive, standardized, and optimized control system and to improve the overall SCADA system Reliability, Accessibility, Maintainability and Security (RAMS). The SCADA standards development is listed in phase one of the implementation plan. Western has the distinction of being both a wholesale and retail water provider. The wholesale division provides water and leadership to thirteen wholesale customers in a 527-square mile area of Riverside County. Nine of the wholesale customers receive imported water from Metropolitan Water District, as well as local water from the Arlington and Chino Desalters. The retail division provides water to businesses, industrial users, and more than 95,000 residents in three retail areas. Western's potable and recycled water system includes 128 pumps, 621 miles of pipeline ranging from 4 to 60 inches, and 38 water storage reservoirs. Western's wastewater system includes approximately 8,000 service connections, 24 lift stations and two wastewater treatment plants. This project will provide additional reliability to Western's operation and supports a proactive solution to maximize reliability. This scope covers the development of the highest priority sections of the Standards. The project may at the District's discretion, consist of additional phases which will be incorporated through future amendments to the agreement. This RFP does not commit Western to award a contract or pay any costs associated with the preparation of a proposal. Western reserves the right to reject any or all proposals and reserves the right to accept the proposal that is the most advantageous to Western regardless of proposal content. The method of contractor selection has not been determined at this time.
