Site work for a power facility in Swissvale, Pennsylvania. Completed plans call for site work for a 10,000-square-foot, three-story above grade power facility.

Pennsylvania Organization for Women in Early Recovery (POWER) is advertising for a single Prime Contract to include Exterior Brick repointing, Stone repairs and Lintel replacement. Please note that Federal Community Development Block Grant (CDBG) funds have been allocated to the Contract for this Project, from the Allegheny County Department of Economic Development. As such, and because of the nature of the proposed work, federal Davis-Bacon wages will be required to be paid to employees of the firm awarded the General contract. The applicable Davis-Bacon wage decision is attached, with the appropriate wages/ fringe rates and labor classification described in the Project Manual The Owner and Architect assume no responsibility for delays or losses as a result of undeliverable emailed documents. The Bidder shall thoroughly examine and familiarize itself with the conditions, difficulties, and logistical restrictions involved to meet the requirements of this Project as described in the Bid Documents and this Invitation to Bid. Deficient understanding of the existing conditions will in no way relieve the Bidder from the contractual obligations of this Project. Any damage to existing assets as a result of the bidder's activities will be replaced at the sole expense of the bidder. Compliance is required with the Davis-Bacon Act and other Federal Labor Standard Provisions; Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause (41 CFR 60 - 1.4); Section 109 of the Housing and Community Development Act of 1974; Executive Order 11625 (Utilization of Minority Business Enterprise); Executive Order 12138 (Utilization of Female Business Enterprise); in compliance with Section 504 of the Rehabilitation Act of 1973 and the Americans with Disabilities Act of 1990; the Allegheny County MBE/WBE Program enacted July, 1981, which sets forth goals of 13 percent Minority and 2 percent Female Business Enterprise; and the Allegheny County Ordinance #6867-12, setting forth goals of 5 percent Veteran-Owned Small Businesses Bidders will be required to provide Bid Security in the form of a Bid Bond, or certified check made payable to POWER, of a sum no less than 5 percent (5%) of the Bid Price No bid or any part thereof shall be withdrawn by the Bidder for a period of ninety (90) days subsequent to the bid opening The Owner reserves the right to accept or reject any or all offers. After acceptance by the Owner, the Owner will issue to the successful bidder a written notice to proceed. Estimated value is anywhere from $75,000 to $100,000.00 * *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
