Notice is hereby given by order of the Marin County Board of Supervisors, that the Director of Public Works will receive bids for: Project Name: Marin General Services Administration Building Waterproofing County Project No. 41C2112.Questions concerning the Bid should be submitted via Bid Express no later than 5 p.m. on Thursday, May 20, 2022. Inquiries or questions based on alleged patent ambiguity of the plans, specifications or estimate must be communicated as a bidder inquiry prior to bid opening.. 3. For detailed information regarding the scope of the project, bidders may contact the Capital Projects Division of the Marin County Department of Public Works; telephone number (415) 473-6528. 4. A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code or engage in the performance of any contract for public work, as defined in this chapter, unless currently registered and qualified to perform public work pursuant to Section 1725.5 of the Labor Code. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 of the Labor Code at the time the contract is awarded. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. 5. The Contractor shall possess a valid Class A or B License at time of bid submittal. 6. To bid on this Project, the Bidder and all subcontractors are required to be registered as a public works contractor with the Department of Industrial Relations pursuant to the Labor Code. The Bidder's and all subcontractors' registration must remain active throughout the term of the Contract. 7. A Bid Bond in the amount of 10% of the total bid amount payable to the County of Marin shall accompany the Proposal. 8. Award of contract, if awarded, will be to the lowest responsible bidder whose proposal complies with prescribed requirements, and will be within thirty (30) days after receipt of proposals. The Board of Supervisors of the County of Marin reserves the right to reject any or all bids and the right to waive any irregularities. 9. The provisions of California Public Contract Code 22300, regarding substitution of securities for monies withheld to ensure performance shall apply to this contract. 10. This project is to be advertised pursuant to Public Contract Code 22037. 11. Pursuant to Section 1773 of the California Labor Code, the general prevailing wage rates for Marin County where the work is to be done have been determined by the Director of the California Department of Industrial Relations. These wages are set forth in the General Prevailing Wage Rates for this project, available at the Department of Public Works. Prevailing Wage rates are also available at the State of California Division of Labor Statistics and Research website Wage and equipment rental rates as determined by the State of California are listed in the Department of Transportation publications entitled "General Prevailing Wage Rates," issued monthly, and "Labor Surcharges and Equipment Rental Rates," issued semi-monthly. 12. This contract is subject to state contract nondiscrimination and compliance requirements pursuant to Government Code, Section 12990. 13. The County of Marin hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business and woman owned business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color or national origin in consideration for an award.
