Site work and paving for a civil project in Bloomington, Illinois. Design plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.
As of June 29, 2022, an engineer has been selected and this project is in the design phase. A firm timeline for construction has not been determined. The Illinois Environmental Protection Agency (IEPA) has provisionally authorized the City to discharge combined sewer overflow (CSO) effluent at Locust Street and Colton Avenue, with the requirement that the City eliminate combine sewer overflow (CSO) before the expiration of the provisional permit in 2030. The City intends to use borrowing and a portion of ARPA funds to construct Phase 4 and 5 of a multi-phase plan to eliminate that CSO. Final CSO elimination is expected to be complete in 2026, to maintain compliance with the IEPA permit. This project is in included in the City of Bloomington FY 2023 Capital Improvement Plan (CIP). *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly. Information listed in the CIP often evolves based on funding availability and the project details, including timeline and value, are subject to change.
