Bids must remain valid for Ninety (90) days from the date of opening. The City of Elkins reserves the right to reject any and all bids, and to waive any informality, deemed to be in the best interest of the project. The project involves the selective demolition of interior plumbing, heating and electrical systems, partitions, and finishes, as well as the installation of new HVAC systems, new partitions and finishes, along with modification of existing plumbing and electrical systems. The building will be partially vacant during the project, and the work is anticipated to occur in phases to allow continued partial occupancy of certain City Hall functions
