REQUEST FOR QUALIFICATIONS FOR ENGINEERING SERVICES The City of Elkins, West Virginia is requesting statements of qualifications from qualified architectural and engineering consulting firms interested in providing services required to make the necessary improvements to the Davis Avenue bridge in Elkins, WV. The selected firm will be required to evaluate and assess the Davis Avenue bridge to determine its current condition and the specific improvements that need to be made for continued public use and safety. Once the assessment is complete, the city will require the selected consulting firm to complete a Preliminary Engineering Report (PER) to provide specifics on the improvements that need to be made and the associated costs and alternatives. The assessment and Preliminary Engineering Report (PER) will be used for funding applications. Additional services that may be required of the consultant include, but are not limited to, preliminary and final design services, preparation of construction documents, construction administration, assistance with funding applications, and permitting approvals. Attention is directed to the fact that the proposed project may be undertaken through multiple funding sources including but not limited to: Local Fiscal Recovery Funds program (as part of the American Rescue Plan); funding from the Bipartisan Infrastructure Law allocated to the Federal Highway Administration and the Department of Transportation, such as the Bridge Investment Program and Bridge Formula Program. Procurement of said services shall be in accordance with 2 CFR 200 and WV Code Chapter 5G. All consultants interested in being considered for this selection must submit a proposal detailing qualifications, technical expertise, management and staffing capabilities, related prior experience, and professional references. The goal of the competitive process is to objectively select the firm that will provide the highest quality service. Accordingly, technical expertise and related experience will be weighed heavily. The candidates judged most qualified based on a review of the statements of qualifications will be interviewed. The firm determined to be the most qualified based on an evaluation of the interviews will be asked to prepare fee proposals for engineering services as project scopes are finalized. The City of Elkins reserves the right to accept or reject any and r all submissions. All work will be performed in accordance with the regulations issued by State and Federal agencies relative hereto. The selected candidate may be required to comply with Title VI of the Civil Rights Act of 1964, Executive Order 11246, Section 109 of the Housing and Urban Development Act of 1974, Section 3 of the Housing and Urban Development Act of 1968, Conflict of Interest Statement, and the Access to Records provisions.
