The project consists of the design and construction of a new four (4) pickleball courts at the Mayors' Discovery Park including other park elements such as pedestrian path, benches, tables, outdoor exercise equipment area for future use, open area for other leisure use and lighting. The City has developed a design concept plan for the proposed pickleball courts as shown on the attached Exhibit A (Attachment 1). The Project is within the boundary of The Mayor's Discovery Park located at the intersection of Foothill Boulevard and Glendae Freeway 2 as shown on the attached Location Map (Attachment 1). Queries regarding this RFP shall be directed in writing (via e-mail), no later than 4:00 pm, on April 27, 2022 to:Mr. Maged El-Rabaa, P.E. City Engineer cityengineer@lcf.ca.gov. Any clarification to the RFP shall be made by an addendum. Last day to issue any addendum is April 29, 2022. Copies of the addenda will be posted on the City's website and e-mailed to all known prospective Proposers. However, it is the Proposer's responsibility to check the City's website for any addendum issued by the above date. Each proposal shall include specific acknowledgment of receipt of all addenda issued during the solicitation period. Failure to so acknowledge may result in the proposal being rejected and not responsive. -Issue Notice to Proceed Ju ly 18, 2022 100% PS&E -Bid Package November 30, 2022 -Bid & Award by January 17 , 2023 -Begin Construction March 6, 2023 -Complete Construction June 30, 2023 The above dates are tentative and subject to change. Technical and Cost Proposals shall be submitted in separate sealed envelopes and shall be clearly marked on the outside of the envelope, Technical Proposal for New Pickleball Courts at Mayor Discovery Park Project and Cost Proposal for New Pickleball Courts at Mayor's Discovery Park Project, respectively. Proposals must bear original signatures. Award will be made to the Proposer offering the most advantageous proposal. The City will make an award in the best interests of the City after all factors have been evaluated. Contract award willbe based on a combination of factors that represent the best overall value for completing the scope as determined by the City, including the technical proposal criteria described above, results of background and reference checks, and results from the interviews and presentation phase. Award is contingent upon the successful negotiation of final contract terms. Negotiations shall be confidential and not subject to disclosure to competing Proposers unless an agreement is reached.The selected Consultant and his subconsultants shall possess a Business License from the City. The City may cancel this solicitation at any time. The method of Contractor Selection has not been determined at this time.
