Calaveras Council of Governments (CCOG) is requesting proposals from experienced and qualified engineering or planning firms that can develop truck and freight movement data and other pertinent information in support of grant applications including, but not limited to, a 2022 Trade Corridors Enhancement Program (TCEP) grant application. All questions should be submitted in writing and must be received by Close of Business of May 11, 2022 An elimination of all truck advisory miles between Angels Camp and the Port of Stockton, making it eligible to be an STAA truck route. Under existing conditions, trucks with trailers exceeding 30 feet are advised not to travel the six "wagon trail" miles. o A reliable east-west route for emergency response and disaster evacuations such as for the recent Butte Fire. o Improved access to the Stanislaus National Forest and other High Sierra recreational attractions. o A complete street facility that will allow for the mobility of pedestrians and bicyclists. Truck origins and destinations in the SR-4 Wagon Trail corridor. o Truck volumes on parallel corridors between the Sierra foothills and San Joaquin Valley. Because of the truck advisory on the 6.1 miles of SR-4 "Wagon Trail", truck volumes on the Eastern Segment may need to be extrapolated from parallel corridors to estimate truck volumes "after project" when the project is STAA compliant. o A description of how the project supports the Goals and Objectives and Freight Investment Themes identified in the California Freight Mobility Plan. o A description of how the project supports the goals of the National Highway Freight Program, the California Freight Mobility Plan, and the California Sustainable Freight Action Plan. o An economic assessment of how the project will benefit the economy and truck-related industries in Calaveras and Alpine counties. o A qualitative description of how the project addresses the three Freight System Factors and six Transportation System Factors listed in the Evaluation Criteria of the 2020 TCEP Guidelines. o The required truck-related Performance Metrics of a TCEP application including Congestion Reduction, Throughput, System Reliability, Velocity, Safety. o Calculation of how the project contributes to corridor or air basin emission reduction of greenhouse gases, diesel particulates (PM 10 and PM 2.5), carbon monoxide, nitrogen oxides, and other pollutants listed in the Performance Metrics. June 17, 2022 Notice to Proceed The CCOG may ask RFP finalists to provide oral presentations regarding their firm and any special expertise in the necessary areas. All finalists may be required to participate in negotiations and submit such price, technical, or other revisions of their proposals as may result from negotiations. CCOG also reserves the right to award the contract without discussion, based upon the initial proposals. CCOG reserves the right to waive any irregularity or informality in any proposal or in the RFP process, as long as, in the judgment of CCOG, such action will not negate fair competition and will permit proper comparative evaluation of the proposal submitted.
