Through this Request for Proposal (RFP) the Department of Buildings & General Services is seeking to establish contracts with one or more companies that can provide commissioning services for the State House HVAC Investigation and Renovation Project. 1.1.1. The State of Vermont has entered into a contract with Freeman French Freeman to investigate the HVAC systems in the State House, make recommendations to rectify humidity, ventilation and temperature regulation problems, and carry the recommendations through design and construction. 1.1.2. The project will be constructed in phases, with Phase A beginning in June of 2022 and ending in mid-December 2022. With subsequent phases in 2023 and possibly 2024, each construction season will commence mid-May or June and end in mid-December. 1.1.3. Attached are the preliminary study and the schematic design reports. 1.1.3.1. Phase A, designed for 2022 construction, is Phase 3 plus the summer boiler system from Phase 1 as described in the Schematic Design report. 1.1.3.2. Phase B, to be designed for 2023 construction, is the remainder of Phase 1 and Phase 2 as described in the Schematic Design report. 1.1.3.3. Phase C, to be designed for 2023 or 2024 construction, is Phase 4 as described in the Schematic Design Report. 1.1.3.4. Currently the State is awarding a contract for a Construction Manager to oversee the construction for this project. Contracts arising from this RFP will be for a period of 36 MONTHS with an option to renew for up to two additional twelve-month periods. The State anticipates the start date for such contract(s) will be June 1, 2022.
