The City needs to secure a new landfill disposal agreement before the current agreement expires in November 2023. Additionally, the City has a franchise agreement with Recology Cupertino for recyclable materials, organic materials, and solid waste collection, recyclable materials and organic materials processing services, and transport for disposal. That franchise agreement requires and recommends certain performance checks and a cost-based rate analysis ahead of rate year four. To meet industry standards, ensure compliance with state laws, assist in rate studies, and provide agreement compliance evaluations and auditing, the City would like to enter into a multi-year master services agreement with one consultant to assist with solid waste services as described in the Scope of Work.
