The focus of this project is to strengthen the disaster resiliency of Georgia's Southwest Region, through implementation of the Federal Emergency Management Agencies (FEMA) National Disaster Recovery Framework (NDRF). The NDRF supports a complex and integrated framework of resilience activities that can be uniquely served by multi-level partnerships. Rebuilding a community after a catastrophic disaster or major storm event, such as Hurricane Michael, is a monumental undertaking. The most effective way to accomplish holistic post-disaster recovery and redevelopment is to be prepared before a disaster strikes. Developing a Disaster Recovery and Redevelopment Plan (DRRP) requires envisioning the potential obstacles to reconstructing a community in a compressed timeline and not just reconstructing what was there, but redeveloping a more sustainable and disaster-resilient community. In order to provide a practical method for developing recovery and redevelopment plans, this project will utilize the Georgia Department of Natural Resources (GA DNR) published, Post-Disaster Recovery and Redevelopment Planning: A Guide for Georgia Communities" in the fall of 2021, GA DNR completed DRRPs for all 11 coastal Georgia counties using the above-mentioned Guide. This was in response to the Governor's signed Executive Order of 2013. Through this process the framework was established for the state and for the remaining communities in Georgia. Local-level plans that include input from the whole community and fit their needs are a key goal. Secondarily, using a consistent established Guide for all Georgia communities creates a more resilient state, which is the end-goal. The purpose of a recovery and redevelopment plan should be to guide the post-disaster recovery and redevelopment processes in a manner consistent with local plans, mitigation strategies, emergency management plans, or other relevant codes or planning initiatives.
