The project consists of supplying materials for new water mains installation and is being funded by a Drinking Water State Revolving Fund loan (DWSRF Project #FS010230-03) through the Alabama Department of Environmental Management (ADEM) and Marshall County ARPA funds. No plans and specifications will be issued to contractors later than forty-eight (48) hours prior to the time indicated above for receiving bids. All bids must be on bid forms provided in the Specifications and submitted in its entirety. A cashiers check drawn on an Alabama bank or a Bidders Bond, payable to the North Marshall Utilities Board for an amount not less than five percent (5%) of the amount bid, but in no event more than ten thousand dollars, shall be filed with the bid. The bidders bond shall be prepared on the form specified and signed by a bonding company authorized to do business in the State of Alabama. A Material Payment Bond in an amount equal to one hundred percent (100%) of the contract cost in the form and terms approved by the North Marshall Utilities Board will be required at the signing of the contract. In addition, the Supplier must furnish to the North Marshall Utilities Board at the time of the signing of the contract a certificate of insurance coverage as provided in the specifications. No bid may be withdrawn after the scheduled closing time for receipt of bids for a period of thirty (60) days. The Owner reserves the right to reject any or all bids and to waive technical errors if the best interest of the Owner will thereby be promoted, and to waive informalities and to furnish any item of material or work to change the amount of said Contract. All bids received after the date and time of the bid opening noted above will be returned unopened. Compliance with all applicable Federal, State, and local laws, rules, and regulations is required.
