Site work and renovation of a civil project in Mill Creek, West Virginia. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

Contract 1 The project consists of the improvements to the existing wastewater treatment plant consisting of the demolition of existing influent splitter box; new influent splitter box; new influent overflow splitter box; improvements to the existing valve vaults and overflow structures; improvements to the existing wastewater lagoon treatment cells 3 & 4 consisting of draining, cleaning, the installation of: baffle walls,Bio-Shells, air distribution boxes, air distribution piping, and process blowers/canopy; removal and replacement of the existing 10" plant effluent line with 1,591 LF of 15" PVC SDR 35 and 7 precast concrete manholes; site piping; site work; electrical work and all other necessary appurtenances. No bid may be withdrawn for a period of ninety (90) days after the time of the opening of bids. Prospective Bidders may obtain the Bidding Documents at the Issuing Office (the office of Ghosh Engineers, Inc.) on Monday through Friday between the hours of 8:00 am to 4:00 pm. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office. Bid Security A certified check made out to the Huttonsville Public Service District, or a Bid Bond executed by the Bidder and Bidder's surety company approved by the Huttonsville PSD, in the amount equal to five percent (5%) of the bid, shall be submitted with each bid. No bid shall be waived or returned because the bidder failed to or cannot comply with any requirements as set forth in the Plans, Specifications, or any applicable statues of the United States, the State of West Virginia, and/or local ordinance. Bidding Method The Bid package must be submitted in two (2) envelopes. The envelopes must contain the following: Envelope No. 1 a. Bid Bond b. Acknowledgment of Receipt of Addenda to Plans, Specifications and Contract Documents c. Certification of Bidder Regarding Equal Employment Opportunity d. Certification of Non-Segregated Facilities e. Copy of Current West Virginia Contractor's License f. Drug Free Workplace Affidavit g. American Iron & Steel Certification Envelope No. 2 a. Bid Form Nondiscrimination of Employment Bidders on this work will be required to comply with the President's Executive Order No. 11246, the requirements for bidders and contractors under this order are explained in the specifications. Contractor's License All bidders are required to have a West Virginia Contractor's License per Section section 21-11-11 of the West Virginia Code. AIS Certification The Clean Water State Revolving Fund (CWSRF) requires contractors to conform to the requirements of the "American Iron and Steel (AIS)" requirements of section 436 of P. L. 113-76, Consolidated Appropriations Act, 2014. Any bidder submitting a bid must provide the AIS certification included in the bid package. Drug Free Workplace West Virginia Code 21-1D-5 provides that any solicitation for a public improvement construction contract requires that each vendor that submits a bid for the work to submit at the same time an affidavit of compliance with the bid. The enclosed Drug Free Workplace affidavit must be signed and submitted in the first envelope as evidence of the vendor's compliance with the provisions of Article 1D, Chapter 21 of the West Virginia Code. Failure to submit the signed Drug Free Workplace affidavit in the first envelope shall result in disqualification of such bid. Suspension and Debarment Recipients shall not entertain the use of businesses that are listed on the "System for Award Management (SAM)" in accordance with 2 CFR Part 1532 and Sub-part B and C of CFR Part 180. Notice of Federal Wage Rates Contractors are required to comply with all the laws pertaining to prevailing wage rates for the State of West Virginia as issued by the Division of Labor and the federal wage rates issued in accordance with the Davis Bacon Act. Time of Completion The Time of Completion for Contract shall be 365 consecutive calendar days each beginning with the Award of Contract and written Notice to Proceed. Instructions to Bidders. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. The Huttonsville PSD reserves the right to reject all bids.
