Clarification Deadline 5/4/2022 5:00 PM Bids will have a tentative award date of June 15, 2022, at the Wyomissing Borough Council regularly scheduled meeting. Only vendors who are awarded contracts are assessed a modest, capped fee of 1/3% for fixed fee contracts or 1/6% of contract value (+ tax) for term contracts. There is a minimum award fee of $100 and a maximum of $5,000. For bidders who are not the winning bid; there are absolutely no fees. All questions shall also be submitted via Electronically. Bids are to be submitted on the forms furnished in the bid package. Each bid shall be accompanied by a bidder's bond, certified check or cashier's check, in favor of Wyomissing Borough in the amount of not less than 10% of the total amount of the bid. The successful bidder shall be bound to furnish and pay for a Performance Bond and a Labor & Material Payment Bond in an amount equal to one hundred percent (100%) of the contract price, on bond forms provided by Wyomissing Borough. There is no pre-bid meeting scheduled for this project advertisement. All bidders must be PennDOT pre-qualified and must complete a non-collusion affidavit. This contract is in accordance with the Pennsylvania Prevailing Wage Act, and the successful bidder shall pay no less than the Wage Rates determined for the project as stated in the Contract documents. There is a zero percent (0%) requirement for MBE and/or WBE participation. Award of the Contract, if the contract is awarded, will be to the lowest responsible bidder, however Wyomissing Borough Council reserves the right to reject any and or all bids on any basis and to waive any informality in the bidding, as permitted by law. No bidder may withdraw a bid after the actual date of the opening thereof. Bidders must submit with their bids, the non-collusion affidavit contained in the contract documents.
